Document Type: Notice of Intent to Sole Source Solicitation Number: OIG- Sole Source -Notice Posted Date: January 31, 2018 Response Date: February 15, 2018 NAICS Code: 541511
The Health and Human Services Office of Inspector General intends to make a Firm Fixed Price sole source award in the amount of approximately $35,000 to add ten additional modules to its audit group’s existing statistical software package. The award will be made to:
Doug Brown 12 Shellbark Lane Morgantown, WV 26508
In accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The Health and Human Services Office of Inspector General recently updated the internal software it uses to generate random numbers and calculate statistical estimates. The purpose of the update was to improve several commonly used modules within the software package. The improvements resolved several issues with these modules including substantial compliance with American with Disabilities Act requirements.
OIG requires ten additional statistical modules to be added to the updated software package. These additional modules include functions to implement multistage designs, to assist with attribute and variable sample size determination for a range of sample designs, and to select a sample using the Rao Hartley Cochran sampling scheme.
As the sole programmer of the updated software package, the contractor is uniquely suited to meet this agency needs in regards to this acquisition. Many of modules that are required as part of this acquisition are direct extensions of the modules already present in the software that the contractor previously programmed. The contractor’s unique knowledge of the existing code and software functionality will greatly enhance his ability to add the modules in an efficient, seamless, and error free fashion.
