SIMPLIFIED ACQUISITION
STATEMENT OF WORK - SERVICE

Purpose:

The health care sector makes up close to a fifth of the entire GDP of the U.S. and is a key driver of economic growth and quality of life for all Americans. The capital markets, especially those that focus on the health care industry, are essential to the function of the health care sector, to which CMS contributes $800 billion annually.

Given CMS’s significant impact on the health care industry and the broader economy, CMS needs to understand the capital markets as they relate to health care.

CMS requires the ability to analyze relevant health care industry sectors on trends in financial status, capital investment, bond ratings, margin performance, and other key financial indicators. This information allows us assess the implications of the findings for the continuous management of CMS programs and will also be helpful in supporting efforts including health reform legislation and implementation.

In order to affect this analysis, CMS requires a service that allows user(s) to retrieve, analyze, and disseminate mission-oriented financial information to Agency leadership. This service would provide accurate financial market and disclosure data in a timely fashion and, along with specialized analytical software, enables CMS to leverage staff resources to retrieve, analyze, and disseminate mission-oriented financial information throughout the Agency and the Department.

Description:

The contractor shall provide CMS, Office of Enterprise Data & Analytics (OEDA), accurate financial market data and disclosure filings updated on a real-time or near-time manner on a continuous basis. The contractor will provide streaming data in a searchable format that allows analysis of industry financial status, capital investment, bond ratings, margin performance, and other key financial indicators by CMS user(s). This data will be accessible via dynamic data exchange (DDE) into Excel. The contractor will offer significant support, 24 hours a day, 7 days a week. (This is necessary as these projects are often initiated unpredictably on a short time frame. The CMS contract with Lockheed Martin also specifies 24/7 desktop support.) The contractor will be responsible for all maintenance and support responsibilities associated with the equipment, hardware, software, and connectivity. The contractor needs a dedicated data line so no adverse impact will be experienced on the CMS firewall/network. The contractor needs to make training available to user(s) to demonstrate customized report elements to track many different sectors of the health care industry. The product must integrate with Microsoft Office and be easy to automate. The product must provide a live news feed that allows user(s) to keep track of current events as they occur.

The hardware must meet the following minimum standards:

4 3.0GHz processor speed or Duo with 2.66GHz processor speed

1GB RAM

Minimum 80GB Hard Drive Dual port graphics adapter MS Windows XP Pro SP2 Office 2003 XP SP2 Antivirus software Dual 15"/19" flat panel Integrated network adapter with TCP/IP services enabled

The following are specific tasks which should be performed to accomplish the work to be performed.

1. Develop a Service, Network, and Hardware Installation Plan

Within two weeks of the start of the contract, the contractor shall provide a service, network, and hardware installation plan for detailing the process and steps to be taken to install the financial market data and disclosure filings service in order to complete the scope of work to the CMS Project Officer. The Project Officer will have 5 working days to review the installation plan. After the Project Officer and the contractor agree on a final installation plan, they will work together using the installation plan to determine completion.
