About this file
File Summary
This is an Invitations for Bid (IFB) template document for Occupational Therapy services. The document provides a standardized framework for state and local agencies to solicit competitive bids for occupational therapy service delivery. The IFB outlines the general structure and requirements for contracting with occupational therapy providers, including service specifications, performance standards, and administrative procedures. While the template does not specify exact quantities, response dates, or award dates, it establishes the baseline methodology by which agencies will solicit, evaluate, and award occupational therapy service contracts. The contract term and any renewal options would be defined by individual agencies when they customize this template for their specific procurement needs.
The template emphasizes compliance with licensing requirements, professional standards, and administrative regulations governing occupational therapy service delivery. Pricing and payment terms, set-asides for small or disadvantaged businesses, incumbent provider considerations, and funding sources would be determined by each agency implementing this template according to their budget allocations and procurement policies. The document serves as a reusable instrument to ensure consistency and compliance across multiple jurisdictions or departments utilizing occupational therapy services.

1.2 Background and Historical Usage Information:
1.2.1 MSSD Schools: MSSD is a state operated program that serves Missouri's students with severe disabilities, between the ages of 5 and 21. MSSD is administered by the State Board of Education through the Department of Elementary and Secondary Education’s Office of Special Education. MSSD has a central office with a Superintendent headquartered in Jefferson City, along with three area regional offices in Sedalia, St. Louis and Springfield, and 22 schools around the state. Area directors work with the Building Administrators in each of the schools located in their regional area to provide educational services. A listing and map of the MSSD schools may be located at: https://dese.mo.gov/special-education/missouri-schools-severely-disabled.
1.2.2 MSSD Students: There are approximately 625 students served by the MSSD. Students are referred to the MSSD when a local school district is unable to meet a student's educational needs. Generally, students enrolled in the MSSD are students who according to an appropriate measurement of intelligence fall four or more standard deviations below the mean and/or have adaptive behavior rating indicating the need for pervasive supports. Educationally, students at the MSSD function in the range of a severe to profound intellectual disability, and many of the students have multiple disabilities. The MSSD students are transported by bus to and from school each day. More information on eligibility criteria may be located at: https://dese.mo.gov/special-education/missouri-schools-severely-disabled/eligibility.
1.2.3 MSSD Staff: The MSSD employs approximately 120 classroom teachers throughout the state. All teachers are certificated to teach severely disabled or developmentally delayed students. Teachers normally work with six to nine students in a classroom.
All classrooms in the schools have at least one full-time paraprofessional assigned to assist the teachers and students. The MSSD provides a six-hour instructional program each day per the yearly school calendar located at: https://dese.mo.gov/special-education/missouri-schools-severely-disabled/parents.

Disabilities Education Act (IDEA). As much as possible, therapies are integrated into the classroom IEP related instructional activities to allow all staff to exchange information and monitor progress daily.
b. Therapists deliver both consultation and direct therapy services to MSSD students per the student’s IEP. Consultation services consist of collaborating with classroom staff and other MSSD personnel on supporting the student in the achievement of IEP goals and may also include demonstrating techniques with the student to the classroom teacher.
