About this file

This is a Request for Proposal (RFP) issued by the Oakland County Procurement Division on behalf of the Oakland County Water Resources Commissioner's Office for as-needed storm drain maintenance services. The RFP seeks qualified suppliers to provide repair and rehabilitation projects for various water resources locations, with work expected to be approximately 60% open/natural channel work, 20% pipe and culvert work, and 20% detention basin work. The solicitation was released on July 23, with proposals due on August 14 at 1:00 PM EST, and includes an optional pre-bid conference call on July 30. The contract will involve as-needed services potentially including emergency work for underground drains, sewers, open channels, detention basins, and associated structures, with work to be performed on a time and material basis not to exceed unit prices.

The RFP indicates that the county may award multiple contracts, with contractors required to provide unit rates and markup rates for labor, material, and equipment. Minimum qualifications include compliance with OSHA regulations, ability to perform all three primary service types with own equipment and labor, and at least five years of experience maintaining large commercial or governmental entities. Evaluation will be based on a 100-point system considering proposal content, bidder profile, references, labor and equipment unit rates, and access to unique equipment. The county reserves the right to select the most advantageous proposal, with preference given to contractors offering innovative solutions to infrastructure challenges. Insurance requirements and safety compliance are also key components of the contract specifications.
