About this file

This document is an email notification from the New York State Department of Labor (NYSDOL) and the Office for People With Developmental Disabilities (OPWDD) regarding mandatory contractor registration requirements for public works projects under Article 8 of the Labor Law. Effective December 30, 2024, all contractors and subcontractors must be registered with NYSDOL before submitting bids or commencing work on public projects. Contractors must provide their NYSDOL registration number on bid forms, and failure to do so will result in bid disqualification. The registration process is currently open, with NYSDOL estimating 3-4 weeks for application review and certificate issuance.

The notification provides critical guidance for contractors, including transitional provisions for projects with bid dates prior to December 30, 2024, but work starting after that date. Contractors are advised to register promptly to avoid disruptions in bidding or project schedules. Additional support and information are available through the NYSDOL website, including a Contractor and Subcontractor Landing page and a Frequently Asked Questions resource. For further assistance, contractors can contact the Bureau of Public Work and Prevailing Wage at 518-457-5589 or email labor.sm.pwask@labor.ny.gov.
