About this file
This is a regulatory notice issued by the New York State Department of Labor (NYSDOL) addressing contractor registration requirements for public works projects under Article 8 of the Labor Law, applicable to the Office for People With Developmental Disabilities (OPWDD). Effective December 30, 2024, all contractors and subcontractors bidding on Article 8 public works projects must be registered with NYSDOL prior to bid submission. For the specific project CD26033 Dunn Avenue - Attic Insulation, the Capital District DDSO is seeking quotes for attic insulation services with a quote submission deadline of 2:30 p.m. on October 27, 2026. Attendance at a mandatory site visit is required prior to quote submission. All quotes must be submitted on the official RFQ form to Brooklyn.CMM.Bids@opwdd.ny.gov and must include itemized materials and labor cost breakdowns.
Bidders must provide a valid NYSDOL registration number on the bid form at the time of submission; failure to do so will result in disqualification. NYSDOL estimates approximately 3-4 weeks for registration application review and Certificate of Registration issuance, and prompt registration is strongly encouraged to avoid project delays. This is classified as a New York State Public Works Project requiring payment of prevailing wages. Subcontractors are not permitted without prior written approval from OPWDD. Additional guidance and frequently asked questions regarding the NYSDOL Contractor Registry are available on the NYSDOL website, and inquiries can be directed to the Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov.
