About this file
This is a regulatory notification document from the New York State Department of Labor (NYSDOL) regarding mandatory contractor registration requirements for the Office for People With Developmental Disabilities (OPWDD), effective December 30, 2024. The notification applies to all contractors and subcontractors bidding on or performing work on Article 8 public works projects under New York State Labor Law 220-i. Contractors must obtain NYSDOL registration and provide their valid registration number on bid forms prior to bid submission; failure to provide verification of a valid registration number will result in bid disqualification. The NYSDOL estimates approximately 3-4 weeks for registration application review and Certificate of Ification issuance. For projects with bid deadlines prior to December 30, 2024, but work commencing after that date, contractors must be registered before work begins. Mandatory site visits are required prior to quote submission for the specific Kitchen Renovation project referenced in the related contract opportunity.
Registration is currently open and prospective bidders are strongly encouraged to apply immediately to avoid scheduling disruptions. Subcontractors are prohibited without written OPWDD approval. All bidders must submit detailed cost breakdowns including materials, equipment, and labor costs in accordance with prevailing wage requirements, as this is classified as a New York State Public Works Project. Additional support is available through the NYSDOL's Frequently Asked Questions resource or by contacting the Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov. Inquiries specific to the Kitchen Renovation project should be directed to Brooklyn.CMM.Bids@opwdd.ny.gov.
