About this file
This is an urgent notification document issued by the New York State Department of Labor (NYSDOL) in coordination with the Office for People With Developmental Disabilities (OPWDD) regarding contractor registration requirements for Article 8 public works projects. Effective December 30, 2024, all contractors and subcontractors bidding on Article 8 public works projects must be registered with NYSDOL prior to submitting bids and before commencing work. The related contract opportunity is for CD23299 – Twilight Drive ADA Compliance Bathroom Renovation, an OPWDD Capital District project requiring conversion of an existing bathroom to ADA-compliant specifications. Quotes must be submitted using the official bid form to Brooklyn.CMM.Bids@opwdd.ny.gov no later than 2:30 p.m. on July 22, 2026. Mandatory site visits are required prior to quote submission, and all quotes must include detailed materials and labor cost breakdowns.
Bidders must provide their valid NYSDOL registration number in the designated space on the bid form at the time of submission; failure to provide verifiable registration will result in automatic disqualification. This is designated as a New York State Public Works Project requiring prevailing wage payments. NYSDOL estimates approximately 34 weeks to process registration applications and issue Certificates of Registration, making immediate action necessary to avoid delays. Subcontractors are not permitted without written OPWDD approval. Additional support is available through NYSDOL's frequently asked questions and the Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov.
