FBO Questions & Answers NWWP4200-18-00373CM2 Q: Are there any site drawings for the construction site?
A: Attached as separate document to FBO posting.
Q: We assume since the project is located on federal properties, local permitting will be minimal. Our design package will consist of Foundation Structural design, Foundation Layout, and Tower Manufacturers Fabrication Drawings. We will not provide or expect to provide Zoning, surveys, setbacks, electrical, or civil drawings.
A: This is a correct statement.
Q: Removal of old Tower: It is ambiguous concerning the tower guy anchor removal. Are we required to remove the guy anchors or just cut the guy anchor rods off below grade?
A: Complete removal of old anchors.
Q: The Scope of Work call for a minimum of 6 Guy Wire Anchors. If our tower manufacturer meets or exceeds the design parameters as specified and only requires 3 guy anchors, is that acceptable?
A: No, We want the 6 Guy Wire Anchors.
Q: Please provide required elevations for the site and new tower construction.
A: Heights: 16 feet site elevation (SE)
190 feet above ground level (AGL)
206 feet above mean sea level (AMSL)
Q: Will the new tower have any cabling requirements from the tower to another location – ie. Source of power, service building, existing underground or aerial cable plant?
A: Electrical conduit from tower lighting controls to transmitter shelter (existing buried conduit run is about 15 feet)
Q: What is the ground composition where the tower is to removed and the new tower constructed?
A: mixture of sand and crushed rock
Q: Is the surface only grass, crushed rock, or pavement?
A: surface is grass, sand, crushed rock
Q: What is the soil composition that the new foundation and guy wire foundations will need to be installed in? Is it sand, soil or rock composition?
A: mixture of sand and crushed rock
Q: Is the area fenced or open access?
A: The entire NOAA Fisheries property is fenced. There is not a separate fenced where the tower is located.
Q: Are there any facility security requirements that must be met?
A: A list of all personnel must be submitted to the director of NOAA Fisheries. The name of the foreman must be identified. The foreman must be on site as long as any work is taking place.
Q: Is there a staging area at the jobsite for delivery of the new tower and all materials? Is this a secure area?
A: All of the materials can be staged at the tower site. The entire NOAA Fisheries site is fenced so it is relatively secure.
Q: Considering the 180' x 200' plot, can we maximize guy radius and not be concerned about buildings or utility interference?
A: There is no building or utility interference with this layout: there is a small 10 X10 building about 50 ft off the side of the tower where the transmitter is located.
Q: The maximum guy radius with 15' offsets is ~ 100'. This is just over 50% guying which means the tower will be short guyed.
A: Drawing shows the site covered by the three GUY anchors = 0.88 Acre
· Present Tower is 200 ft tall.
· 3 legs: North, Southeast, Southwest
· Guy wires are attached on each leg at: 190', 150', 110', 70' and 30'.
· The bottom two guy wires (of each leg) are anchored together - 81 feet from tower
· The top three guy wires of each leg are anchored together - 144 feet from tower.
· Tower dimensions: triangular - 17" between legs
· Tower has a square steel base - 20" x 24"
· Concrete foundation is 33" x 37"
Q: Is there a Geotech report for the site?
A: No
Q: The SOW references ANSI/TIA-222-G. Also references 130 mph. Would we be correct to understand that this is 130 mph nominal 3-second gust wind speed?
A: Yes
Q: SOW also states Class 1 structure. Want to be sure, is this correct?
A: Yes, Class 1
Q: No exposure category is listed. What do they wish to spec for the tower design?
A: Exposure D
Q: The SOW states a 4-bay Scala antenna but does not provide a model. Only states is 20' in length and provides weight. Please ask for either the CaAa of the full 4-bays and mount or the antenna model so that we can calculate the wind loading.
A: See attachment.
