SOLE SOURCE JUSTIFICATION

FOR AN ACTION EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD USING

SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS

(AUTHORITY: FAR 13.501(a), 41U.S.C. 1901)

PURCHASE REQUEST #NWWG2100-18-00217

1. Agency and contracting activity.

Department of Commerce, NOAA Acquisition and Grants Office (AGO), Eastern Regional Acquisition Division (ERAD) and the National Data Buoy Center (NDBC).

2. Nature and/or description of the action being approved.

National Oceanic Atmospheric and Administration (NOAA), AGO, ERAD intends to negotiate a five (5) year sole-source firm-fixed price (FFP) purchase order for Model 05108-1 Wind Monitors/ Anemometers and Model 05103-1Wind Monitors/Anemometers from R.M. Young Company, 2801 Aero Park Drive, Traverse City, MI, 49686-9171. This procurement will provide the wind monitors or anemometers for the Self Contained Ocean Observations Payload (SCOOP) and Tropical Atmosphere/Ocean Array (TAO) technical refresh programs.

3. Description of supplies or services required to meet the agency's needs (including the total estimated value).

The RM Young anemometers are used to measure wind speed using magnetic induction which requires no energy input. Further, the directional portion of the sensor only requires 0.6mW of power. The propeller anemometer also provides for the measurement of wind gusts over 100 m/s where no sonic anemometer technology can currently measure in that range. The NDBC helped develop the R.M.

Young propeller anemometer. The R.M. Young anemometer (05108) uses an NDBC specified cable and connector and was selected as the anemometer for the new SCOOP system. The RM Young Anemometer (05103) uses an NDBC specified cable and connector was selected as the anemometer for the TAO refresh system. The total value of the contract with the four (4) one (1) year options is estimated at $_________ and below is the breakdown of the quantities for each year:

4. Statutory authority permitting the sole source acquisition.

41 U.S.C. 1901, using SAP up to $7M as authorized by FAR 13.500(a) and implemented by FAR

13.501(a).

5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited.

The contracting officer has determined the following circumstances justify the use of a sole source as supported below:

The RM Young propeller wind monitors technology uses magnetic induction for measuring wind speed which requires no energy input.

This low power wind measurement is imperative in a battery operated remote buoy station. The propeller anemometer also provides for the measurement of wind gusts over

No other propeller anemometer available has the reliability of the R.M. Young propeller anemometer. Hence, the R.M. Young HD anemometer (05108) with an NDBC specified cable and connector, was selected as the anemometer for the new SCOOP system.

Source Selection Information - see FAR 2.101 and 3.104

The R.M. Young HD anemometer (05103) with an NDBC specified cable and connector, was selected as the anemometer for the TAO refresh system.

Since the selection of the SCOOP sensors, approximately In fiscal year 2015, the NDBC began deploying the first prototype SCOOP systems.

6. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.

A synopsis was posted to FedBizOps on March 27, 2018, with capability response packages due by April 4, 2018 stating the Government's intent to negotiate a sole-source contract with The R.M.

Young Company, Inc. The synopsis informed vendors who believed they could meet the requirement to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. The required specifications and minimum requirements were posted with the synopsis. We received no responses. Also, it has been confirmed with a representative for the The R.M. Young Company, they DO NOT have any authorized re-sellers who can offer these particular models.

7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

Prior to award of the proposed contract, pricing information shall be obtained from the contractor and a price analysis will be performed to sufficiently determine that the price to the Government of the proposed acquisition will be fair and reasonable in accordance with FAR 13.501(a)(2)(i).

8. Description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.

TAO Refresh system development the NDBC researched other possible anemometers for measuring wind speed and direction. One of the major limiting factors for the deployment of anemometers on NDBC buoys is the power requirements. The NDBC tested several different versions of ultrasonic anemometers from RM Young, While some of the ultrasonic anemometers meet the NDBC measurement requirements they require 100 times the power of the propeller anemometer. This requirement proves impossible to power on a system that does not have a battery re-charging system such as the TAO system. Hence, during the TAO technology refresh buoy, the R.M. Young 05103-1 Wind Monitor was selected as the anemometer. Major deciding factors included the extremely low current draw (0.5 mA), marine ruggedization, and high reliability. The

The selection of the R.M. Young 05103-1 for the TAO refresh buoy wind speed and direction sensor will be accepted by the climate community as continuity of measurement in the climate array. The study of climate patterns requires long-term monitoring (decades) of environmental parameters by equivalent (tolerance, accuracy, repeatability) traceable sensors. The TAO Refresh buoy was commissioned for operation use in 2010 and this procurement is to replace lost and damaged sensors from the TAO array. Selecting an alternate anemometer would require significant re-engineering of the TAO Refresh buoy to provide alternate power requirements and electrical and mechanical interfaces thus adding

Source Selection Information - see FAR 2.101 and 3.104 significant expense to the Government. Further, the ·selection of another anemometer would result in a new laboratory and field test period prior to operational commissioning and delay the replacement of the obsolete and unsupported equipment on the TAO legacy array.

During the development of the SCOOP technology refresh system an all-in-one sensor with an integrated ultrasonic anemometer was selected as the primary weather sensor. Two models were originally selected from However, the ultrasonic anemometer has some limitations such as an upper limit for wind speed readings being between 60 and 70 meters per second (m/s).

Propeller anemometers can read wind speeds above 100 mis. Hence, a propeller anemometer was selected as the backup, extended measurement sensor. With the already power hungry all-in-one sensor the power of the extended range sensor became a large selection factor along with the physical real-estate on the platform. Hence, the R.M. Young model 05108-1 was selected for the extremely low power consumption and the single pole mount for both wind speed and wind direction measurements. The 05108-1 anemometer has that increase its reliability where the sensor may be deployed for more than a year at a time.

9. Any other facts supporting the use of a sole source (including brand name), such as:

All facts have been documented in within other sections of this document. There are no additional facts to be reported in this section.

10. List of the sources that expressed a written interest in the acquisition.

NOAA, AGO, EAD will issued a Notice of Intent to Sole Source this procurement via FedBizOps http:www.fedbizops.gov on March 27, 2018 with a response date of April 4, 2018. There were no sources who expressed an interest will be updated here.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

The NDBC uses an all-in-one sensor for both wind and barometric pressure reading in the SCOOP system. Further, the NDBC continues to test ultrasonic anemometers and other all-in one sensors. As new models of anemometers become available that meet the NDBC requirements they are tested for incorporation into future NDBC systems.

The NDBC will start a new TAO technology refresh cycle in fiscal year 2019 or 2020 and the wind measurement capability will be re-considered with all possible anemometers available at that time.
