The Government presents this Sources Sought Notice to seek input from industry on the stated requirements for the purposes of making a small business set-aside determination. Small Business firms who may support this requirement as a Prime Contractor are encouraged to respond. This is not a Request for Proposal (RFP) and offers will not be accepted. The Government will not make an award resulting from this notice. Any information received in response to the notice will be used to inform a potential solicitation with the intent to make a Government contract award. This notice does not guarantee the release of a solicitation. Responses to the notice will not be disclosed outside the Government. Responses to this notice are voluntary and costs will not be reimbursed.
Background Radio propagation measurement, analysis, and modeling are core functions of the Institute for Telecommunication Sciences (ITS). The primary functions of several key programs at ITS, including the Propagation Modeling, Clutter Measurements, and mm-wave programs, for example, are to measure, analyze, and model the effects of the radio propagation channel on the transmission and reception of radio signals. Radio propagation measurements form the basis of this work. To carry out these measurements, ITS relies on custom-built measurement systems. ITS requires mm-wave transmitter components such as frequency multipliers, amplifiers, filters, RF power sensors, coaxial cables, and antennas to be able to construct and test these custom-built measurement systems to support laboratory experiments and field measurements related to emerging fifth generation (5G) mobile wireless technology.
Objective The objective of this procurement is to acquire a wideband, continuous wave (CW), 40-watt, traveling wave tube (TWT) power amplifier that operates at millimeter-wave (mm-wave) frequencies (26.5 – 40 GHz) for radio propagation measurements using ITS custom-built measurement systems.
Capabilities Statement If a Small Business firm and if intending to perform as a Prime Contractor, submit a Capabilities Statement of the firm’s abilities to meet this requirement. The Capabilities Statement shall be no more than 5 pages in length.
