Summary of Addendum No. 1 and Project Documentation

This document is Addendum No. 1 to the bidding materials for the Dalhart Municipal Airport Apron and Taxiway Reconstruction Project, issued jointly by the Texas Department of Transportation (TxDOT) Aviation Division and the City of Dalhart. The addendum modifies contract documents for a federally-funded airport improvement project involving concrete pavement removal, lime-treated subgrade installation, and new Portland Cement Concrete (PCC) pavement reconstruction across multiple taxiway sections. The project encompasses four base bid groups and two additive alternate groups, with estimated quantities including 7,189 square yards of concrete pavement removal for the primary taxiway section, 8" PCC pavement placement, pavement marking removal and replacement totaling approximately 15,000 square feet, and linear footage of barricading for pavement closures. A mandatory pre-bid conference was held on May 6, 2026, at Dalhart Municipal Airport, with sealed bids required to be submitted by 2:00 PM on May 20, 2026, to Kelle Chancey at TxDOT Aviation Division in Austin. Contract time is specified as 90 calendar days for the base bid with additional 10-calendar-day periods for each additive alternate, and the contract will be awarded within 60 calendar days from bid opening. Addendum No. 1, issued May 12, 2026, revised the bid form, updated summary of quantities, modified KSA Specification Item 105 regarding barricade payment from lump sum to linear foot basis, and provided clarifications on sulfate testing procedures and prime coat protection for lime-treated subgrades.

The Engineers' Estimate of Probable Cost totals approximately $2.25 million, comprising Base Bid Groups 1-4 at $1,688,604.25 and Additive Alternates 1 and 2 at $558,929.00. The project carries a zero percent Disadvantaged Business Enterprise (DBE) participation goal with no set-aside requirements, an 11.0 percent minority participation requirement in each trade, and a 6.9 percent female participation requirement in each trade. Bidders must provide pricing for the base bid and all additive alternates, with contract award based on the lowest qualified bid. The project is federally funded through the Airport Improvement Program (AIP) and requires compliance with Buy American provisions for steel and manufactured products, federal wage rate requirements, and mandatory federal contract provisions. Successful bidders must furnish Performance and Payment Bonds equal to the full contract price, submit DBE participation plans or good faith efforts documentation within five calendar days of bid opening, and comply with eGrants submission requirements. Liquidated damages are assessed at $1,000 per calendar day for work extending beyond the allotted time, and the prime contractor must perform at least 30 percent of the total original contract cost with its own organization on contracts valued at or above $500,000. No retainage applies, with payment made up to 95 percent of contract amount for installed work items.

IV. Contractor Questions

A. Lime Treated Subgrade P-155-2.4 Soil states this work shall of onsite materials with a sulfate content less than 0.3%. I do not see in the Geotech where the soils were tested for sulfate content. Can you confirm onsite materials meet this requirement?

1. Answer: Sulfate content of the subgrade will be tested at the beginning of construction. If sulfates exceed the allowable limit, a contract modification will be negotiated.

B. Lime Treated Subgrade P-155-6.7 Finishing & Curing states the completed shall be moist cured for min 7 days but not more than 14days without protection. Will prime coat suffice as protection for lime treated subgrade?

1. Answer: A prime coat will be allowed as protection if a lime stabilized subgrade must be left exposed for more than 14 days before placement of the following paving layer. The cost of the prime coat will be solely the Contractor’s responsibility.
