STATEMENT OF NEED

EARTH SYSTEM RESEARCH LABORATORY (ESRL)

CHEMICAL SCIENCES DIVISION (CSD)

NRMJ3000-18-01189

BACKGROUND

The Chemical Sciences Division (CSD) of NOAA's Earth System Research Laboratory conducts laboratory and field studies of the chemical composition and processes of the atmosphere. High purity compressed gases (e.g., helium, nitrogen, oxygen, ultra-clean (zero) air) are routinely required for performing this research. Liquid nitrogen, and dry ice are also required for cooling instrumentation, trapping gas samples, as well as synthesizing and purifying laboratory samples.

OBJECTIVE

The objective of CSD is to receive and maintain adequate supplies of compressed gases (various), liquid nitrogen, and dry ice to conduct laboratory and field research.

SCOPE

The contractor will be responsible for delivery of compressed gases, liquid nitrogen, and dry ice to the north receiving dock of Building 33 (David Skaggs Research Center, DSRC), 325 Broadway, Boulder, CO 80305.

The types and quantities of compressed gases to be delivered for this requirement will be approximately 1,000 to 2,000 cubic feet of zero air, 400 to 1,000 cubic feet of nitrogen, 400 to 1,000 cubic feet of oxygen, and 200 to 600 cubic feet of helium per month, but with deliveries to occur as specified by authorized ordering individuals. Other types and quantities of compressed gases may be ordered on a non-recurring basis as needed for specific research projects.

The quantity of liquid nitrogen to be delivered for this requirement will be approximately 800 liters of liquid per month, but with deliveries to occur as specified by authorized ordering individuals.

The quantity of dry ice to be delivered for this requirement will be approximately 500 to 1000 pounds of pellets per month, but with deliveries to occur as specified by authorized ordering individuals. Smaller quantity orders of dry ice to be ordered at an ad hoc basis (i.e. 20 lbs)

PERIOD OF PERFORMANCE

September 1, 2018 through August 31, 2023

REQUIREMENTS

All compressed gases must 1) be ultra-high purity (UHP, 99.999%), 2) be provided, on a rental basis, in individual high-pressure steel cylinders of approximately 200 cubic feet capacity,

3) have a minimum fill pressure of 2000 psi, and 4) have standard CGA fittings. Compressed gas cylinders must be delivered within 2 business days of order.

Compressed gas cylinder deliveries will be made at the DSRC north loading dock. CSD will assist contractor in completing necessary paperwork to obtain an identification badge that will allow the delivery driver onsite. A CSD contact names and phone numbers will be provided to contractor. Contractor will call CSD contacts in advance of each delivery. CSD contacts will meet contractor at the loading dock. CSD contacts will accept evidence of delivery from driver.

Evidence of delivery must include date and time of delivery, full description of goods delivered (e.g., type of gases and quantities), serial numbers of all gas cylinders delivered, and full description of gas cylinders picked-up, including cylinder serial numbers.

For liquid nitrogen, the contractor must have the capability to fill customer-owned dewars, either on-site or via pick-up of empty dewars and return of filled dewars to the north dock of Building 33 (DSRC). Liquid nitrogen must be delivered within 2 business days of order.

For dry ice, the contractor should be able to supply dry ice in rented bins within 2 business days of order.

Vendors must be able to provide accurate tracking of all cylinders and have system in place prior to start of this agreement.

Delivery Schedule Continuous, but as scheduled by requests from authorized ordering individuals. Vendor must be able to delivery within 48 hours of order placed.

Deliver all items to:

NOAA Shipping and Receiving 325 Broadway BLDG 22 Boulder, CO 80305-3328

SAFETY AND SECURITY

All rules concerning safety, not smoking, and the security of the property must be observed at all times.

INVOICING

The Contractor will invoice on a monthly basis in arrears for that month’s compressed gas and liquid nitrogen deliveries and related surcharges and fees. The invoice must include the following items:

1. Name and address of the contractor, which must be the same as that on the Purchase Order;

2. Invoice date and invoice number;

3. Purchase Order number and associated line item number from the Purchase Order;

4. Description, quantity, unit of measure, unit price and extended price of supplies delivered, and date of delivery;

5. Evidence of delivery by way of receipt;

6. Name (where practicable), title, phone number, and mailing address of person to notify in the event of a defective invoice (a defective invoice is one that does not meet all the above requirements).

LIST OF ITEMS REQUIRED:

1) Compressed Gases:

Monthly approximation Zero air 1,000 to 2,000 cubic feet Nitrogen 400 to 1,000 cubic feet Oxygen 400 to 1,000 cubic feet Helium 200 to 600 cubic feet

2) Other types of Compressed Gases:

Ultra-high purity (UHP, 99.999%), 2) be provided, on a rental basis, in individual high-pressure steel cylinders of approximately 200 cubic feet capacity, 3) have a minimum fill pressure of 2000 psi, and 4) have standard CGA fittings. Compressed gas cylinders must be delivered within 2 business days of order.

Krypton will be different from the other gases. It is a specialty order with a ~2 week delivery.:

1) be ultra-high purity (UHP, 99.999%), 2) be provided, on a rental basis in individual high-pressure steel cylinder with standard CGA fitting, 3) amount 2.5L Kr.

3) Liquid Nitrogen 800 liters per month approximately

4) Dry ice 500 to 1000 pounds of pellets per month approximately Smaller quantity orders of dry ice to be ordered at an ad hoc basis (i.e. 20 lbs)
