STATEMENT OF WORK (SOW)
(FOR SERVICES)
Government Point of Contact (POC): TBD
Purpose: To provide communications and administrative support for NOAA work and assets in the Great Lakes Region.
Specific Tasks: We are seeking an independent communications professional who specializes in written content, website development, and program implementation specific to Great Lakes issues and who has specific experience with the Great Lakes Restoration Initiative and who can work in person as needed with the NOAA in the Great Lakes Regional Collaboration Team (GLRCT) located in Ann Arbor, MI.
1.0 GENERAL INFORMATION
1.1. Introduction and Background:
On a daily basis, NOAA confronts complex challenges that are place-based, require interdisciplinary approaches and regionally tailored solutions. Established in 2006, NOAA Regional Collaboration is a network of NOAA employees and partners representing NOAA Line Offices and core partner organizations in the region. NOAA’s Regional Collaboration Teams are positioned to facilitate collaboration at the regional level, as well as tap into resources and capabilities to advance NOAA’s mission. The Eight Regional Teams are led by senior level Regional Team Leads and full-time Regional Coordinators, supported through a National Regional Team Lead, HQ liaison and an Advisory Group representing headquarters-level Line Office Leadership. The network represents NOAA’s broad mission and line office mission interests, and is connected both across NOAA and within regional and local communities.
NOAA’s Regional Collaboration Team in the Great Lakes Region (GLRCT) has developed a communications plan to advance its vision, mission and goals and NOAA’s mission in the eight state region. The plan identifies the need for written communication products, such as content for its website and other supporting materials related to its work in the region and implementation of the Great Lakes Restoration Initiative (GLRI). Support for the cross-NOAA collaboration mission and has Identified both NOAA internal and regional external parties in the region as priority audiences. The GLRCT is now seeking expert communications support to implement the activities of the plan and to assist in reporting under the GLRI and meeting planning which further its communications goals.
The plan is written to take advantage of the GLRCT’s strengths in building durable, trusting relationships, but recognizes that with one full-time staff, that capacity to carry out the plan is limited. The plan identifies four actions that will require expert external communications assistance to implement: 1) provide refreshed or new content for the NOAA in the Great Lakes website that communicates what NOAA is doing on the ground and the region and through its more than 300 GLRI projects implemented since 2010, 2) Assist with required reporting of work under the GLRI for use by USEPA and the public, 3) Assist with all work on NOAA’s representation on the Lakewide Action and Management Plans under the Great Lakes Water Quality Agreement, and 4) assist in the planning and implementation of the GLRCT meetings and other needs as identified.
