Sole Source Justification: Kraft TeleRobotics, Inc.

The National Oceanic and Atmospheric Administration’s (NOAA) Office of Ocean Exploration and Research (OER) http://explore.noaa.gov/Home.aspx intends to purchase spare parts from Kraft TeleRobotics, Inc. located in Overland Park, KS for their existing Kraft TeleRobotics, Inc. “Predator Force Feedback Manipulator system” installed on the NOAA Ship Okeanos Explorer’s Remotely Operated Vehicle (ROV) system, Deep Discoverer.

The Kraft TeleRobotics, Inc. “Predator Force Feedback Manipulator system” is a sophisticated, unique piece of equipment critical to the operation of the ROV. Keeping the overall system reliable requires that the program have on hand critical spare parts and tools for the “Predator Force Feedback Manipulator system” to support maintenance and repair as needed. This is highly special ized equipment and once the core system is purchased there is no other vendor that can supply the specific parts needed for this application.

Kraft TeleRobotics, Inc. is the sole manufacturer of all Kraft TeleRobotics, Inc. products. Kraft TeleRobotics, Inc. does not have any authorized resellers. Kraft TeleRobotics, Inc. products can only be purchased through Kraft TeleRobotics, Inc.

BACKGROUND: OER is responsible for coordinating interdisciplinary ocean exploration expeditions and projects to search, investigate, and document unknown and poorly known areas of the ocean in order to advance and disseminate knowledge of the ocean environment and its physical, chemical, biological, and historical resources. To support exploration, research, and outreach projects aboard the NOAA Ship Okeanos Explorer, an ROV is used to capture mapping data and to document flora, fauna, and physical characteristics of the ocean floor via photographic and film documentation during the conduct of several research and exploration cruises a year.

Purpose: The NOAA Ship Okeanos Explorer supports an underwater Remotely Operated Vehicle (ROV) system in the conduct of multi-disciplinary scientific cruises during the year. This acquisition is for spares and tools needed for the replacement and/or repair of components of the manipulator arm that is attached to the ROV that can fail while the system is operating, offshore or in the shop, during the program's cruise season. A primary tool on the ROV is a Kraft TeleRobotics, Inc. “Predator Force Feedback Manipulator system”.
