2. Question: Key Personnel – Four, Five, or Six Plus? Reference: RFP Page 39, Section H.6 2052.215-70 Key Personnel (Jan 1993)

Answer: On page 39 of the RFP, Section H.6 2052.215-70 Key Personnel the Key Personnel is revised to read the Director, Associate Director, Two Fitness Specialists.

The information provided shall be detailed enough to demonstrate that the proposed personnel have a depth and relevancy of experience to meet NRC’s requirements as set forth in the PWS. Pursuant to FAR 52.222-17, the contractor may be required to offer the incumbent’s existing staff a right of first refusal for employment. However, the Proposal shall include resumes for all key personnel to be utilized in the performance of any resulting contract, with the assumption that none of the incumbent’s existing staff will exercise this option and the contractor will provide 100% new personnel to staff the fitness center based on the contractor’s proposed staffing plan. At a minimum, each resume should shall not exceed four (4) page(s) in length for each individual identified and include the following information:

a. Their name, education, experience, list of certifications (if any), company name of current employer, and if they are a contingent hire, a letter of commitment signed by both the offeror and the person indicating agreement for them to work on the contract resulting from this RFP if the offeror receives the award. If the offeror fails to provide a key personnel resume or a signed letter of commitment, the Government may determine that to constitute a weakness in the proposal. A short biography is insufficient to meet this requirement.

b. Points of contacts (names and telephone numbers) for reference information.

3. Question: In reference to C.14, Qualification of Key Personnel- the SOW only identifies the National Commission for Health Certifying Agencies (NCHCA) as a certifying organization. However, in addition to this, the National Board of Fitness Examiners is also a Nationally Recognized certifying agency and is the agency most closely associated with fitness and not health. Would the National Board of Fitness Examiners be also recognized by the NRC?

Answer: Yes, the NRC would recognize the National Board of Fitness Examiners as long as similar to the accreditation of the National Commission for Certifying Agencies (NCCA).
