About this file
This document is a Procurement Determination form from the Arizona Department of Juvenile Corrections (ADJC), specifically a "Procurements Not Exceeding $100,000; Not Practicable to Quote (NPTQ)" determination. The document is signed by David Brackney, Procurement Officer, and dated 8/13/25, with a revision date of 11-07-22. The procurement involves Leslie's Poolmart Inc. as the intended vendor, and the determination is made under Arizona Revised Statutes § 41-2535 and Administrative Code R2-7-D301.
The procurement is for pool supplies, equipment, accessories, and occasional repairs for ADJC's commercial-sized swimming pool, which is used daily by approximately 140 youth from May to November each year. A Request for Quotation was conducted in May, during which no responsible offers were received. The agency determined that "big box" stores are inadequate for their specific needs. The total estimated cost for pool-related procurement over the next 5 years is $90,000 or less. Based on these factors, ADJC has determined that competitive bidding is not practicable for this procurement and intends to proceed with a direct purchase from Leslie's Poolmart Inc.
