About this file

This is a Notice to Contractors issued by the Georgia Department of Transportation (GDOT) dated October 16, 2026, announcing bids for various roadway and bridge construction projects throughout Georgia. The document lists multiple construction projects with their respective locations, project descriptions, and estimated quantities for materials and work. Interested contractors can access the complete project details, specifications, and bidding requirements through the GDOT website at https://www.dot.ga.gov/GDOT/Pages/contractors.aspx by selecting the BidX/Letting portal and the appropriate letting month. The Notice to Contractors includes Special Notices to Contractors and incorporates Specification Section 102, which outlines the mandatory Bidding Requirements and Conditions that all entities submitting bids must follow. Response procedures, submission deadlines, site visit information, and any pre-bid conferences are detailed within the referenced specifications and project documentation available through the GDOT procurement platform.

The notice does not specify individual contract pricing, set-asides, or incumbent contractor information within the summary document itself, as these details are contained in the individual project specifications accessible through the BidX/Letting system. Contractors are directed to review the complete project files and Specification Section 102 for comprehensive information regarding bid procedures, pricing requirements, bonding, insurance, contract terms, and other conditions specific to each roadway and bridge construction project offered in this letting cycle.

SPECIAL NOTICE TO CONTRACTORS

Electronic Delivery Management System (e-Ticketing)

At this time the Department will no longer be requiring the use of the Departments e-ticketing Portal for all electronic tickets for asphalt construction beginning with the August 2026 letting. Section 110 in the 2024 supplemental specifications will control the requirements for e-ticketing.

N-1

As part of Georgia DOT’s Digital Delivery initiative, an upcoming project (PI#0016469, currently scheduled for the December

2026 letting) will be let using a Model as Legal Deliverable (MALD) approach. Under MALD, specific elements of the digital design model will serve as contractual deliverables in addition to the traditional construction documents and plans package.

N-2

SUBJECT: Georgia Highway Wage Survey

The U.S. Department of Labor is encouraging employers and stakeholders in Georgia’s highway construction industries to participate in a survey that will help establish prevailing wage rates for construction workers on federally funded and assisted construction projects.

The Davis-Bacon and Related Acts require the department to set the prevailing wage rates that reflect the actual wages and fringe benefits paid to construction workers in the county where the work occurs.

This survey requests information about wages paid by employers on highway construction projects in Georgia where construction occurred for at least one day from September 3, 2025, to December 2, 2026.

Not limited to federally funded construction projects, survey findings are critical to the publication of prevailing wage and fringe benefit rates that reflect the rates paid accurately in the area being surveyed. Complete determinations also reduce the number of contractors requesting additional labor classifications. The department encourages all industry employers and stakeholders to participate.

The survey opens on September 3, 2026, and closes on December 2, 2026. To be included, please submit survey responses through our website. Online completion of the survey is strongly encouraged.

Learn more about the surveys.

If you have questions about the survey process and forms, please contact the Branch of Wage Surveys at (202) 343-2005 or Davisbaconinfo@dol.gov or Acting Branch Chief Gabe Gelbtuch at

(312) 315-4120 or gelbtuch.gabriel@dol.gov.

People interested in getting more information about this survey may attend our free online briefings that will describe the survey process and offer instructions for completing the survey. These briefings will be held on September 8 and September 10. Register to attend an upcoming briefing.

In July 2015, Governor Deal signed into law the Transportation Funding Act (TFA) – dedicated transportation funding approved by the legislature to advance transportation and help make Georgia the #1 state for business investment. This much-needed funding – an estimated $830 million to $1 billion in annual revenues offers Georgia DOT the opportunity to address critical infrastructure needs in routine and capital maintenance.

One way the Department is using TFA funds is to address Maintenance & Operational Needs. Georgia DOT has prioritized the backlog of transportation needs for this additional funding; A primary focus areas include maintenance and operations. For example: Increased routine maintenance (pothole repair, grass mowing, litter pick-up, striping, guardrail repair and other preventative maintenance.)

To meet the needs of the Department and the procurement laws of Georgia, the GDOT State Maintenance Office and the Office of Procurement partnered to create a pre-qualification process for Routine Maintenance Services Program and a streamlined bidding process for specific service categories, listed below:

• Herbicide Application

• Highway Mowing and Maintenance (Mowing Services)

• Landscaping Maintenance

• Pavement Marking – Shortline Pavement Striping

• Sound Barrier Wall Installation, Repair and Maintenance

• Traffic Signal and Device Maintenance

• Tree Cutting, Pruning and Removal

• Vegetation Removal

• Drainage Rehabilitation,Repair,Replacement,& Miscellaneous

• Guardrail Maintenance

• Sweeping and Storm Drain Cleaning

• Bridge Maintenance and Repairs

For those contractors who are currently prequalified as a GDOT Construction Prequalified Contractor or Registered Subcontractor through GDOT’s Construction

Bidding Administration Office, and want to be prequalified to perform maintenance projects under the Routine Maintenance Services Program, there is now a modified prime contractor’s application form available. We welcome you to participate. The application form and all applicable documents, resources and other guidance may be found on the GDOT website at:

https://www.dot.ga.gov/GDOT/pages/routinemaintenance.aspx

There are administrative functions that must be completed before you are able to bid on and subsequently be awarded posted events.

• A complete application must be received

• Your company must be registered as a vendor in the States accountingsystem

• Your company must be registered in Team Georgia Marketplace (this is the bidding system for the Routine Maintenance Services Program)
