About this file
This is a Notice of Short List from Hillsborough County Public Schools (HCPS) in Florida dated July 13, 2026, identifying vendors advanced to Phase II evaluation for Request for Proposals No. 24127-RFP-DST for Speech and Language Services. HCPS sought qualified vendors to provide speech-language pathologists (SLPs) and speech-language pathology assistants (SLPAs) for short and long-term assignments on an as-needed basis to address staffing shortages and fulfill mandated services under the Individuals with Disabilities Education Act (IDEA). The solicitation anticipated approximately 100 SLP vacancies and 2 SLPA vacancies for the 2024-2025 school year, with services delivered throughout Hillsborough County. Proposals were originally due in March 2026, with an extended solicitation window following an addendum issued February 26, 2026. Fifteen vendors were selected to advance to Phase II: 3chords Inc. and TherapyTravelers LLC, American Medical Staffing Inc, Collaborative Therapies, Community Rehab Associates Inc, Edu Healthcare LLC, Kelly Services, Ms. Courtney's Therapy Services LLC, Orange Tree Staffing LLC, PJH Consulting Inc, Princeton Staffing Solutions LLC, Soliant Health LLC, SpeechCom Inc, Strides Therapy LLC, Sunlight Speech LLC, and Wordplay Therapy Services LLC. The initial contract term is approximately one year with automatic renewal for up to four additional years contingent upon appropriations and continued need.
The annual budget is estimated at approximately $11,641,950, with IDEA Grant funding of up to $3,000,000 per year and approximately 26% funded from other sources. Payment terms follow the Florida Prompt Payment Act with invoices due net 45 days from delivery or receipt of satisfactory invoice. All pricing is on an FOB Destination basis with HCPS tax exemption applied. The solicitation carries no specific set-aside designations for disadvantaged enterprises; however, HCPS encourages voluntary registration and certification as Small Business Enterprises, minority-owned businesses, or service-disabled veteran-owned businesses. No incumbent vendors were identified in the documentation. All vendors must comply with mandatory requirements including Florida licensure verification, E-Verify compliance, workers' compensation and commercial general liability insurance with $1,000,000 general aggregate and $500,000 per occurrence limits, 24/7 customer support with 30-minute response times, FERPA and HIPAA confidentiality requirements, debarment certifications, and prohibitions on contracting with entities owned or controlled by designated foreign countries of concern.
