About this file
This is a Notice of Short List issued by Hillsborough County Public Schools (HCPS) Procurement Services Department dated May 28, 2026, advancing 24 vendors to Phase I meetings for RFP #24127A-RFP-DST Speech and Language Services. The solicitation seeks qualified vendors to provide speech-language pathologists (SLPs) and speech-language pathology assistants (SLPAs) for short and long-term assignments on an as-needed basis to address critical staffing shortages and fulfill mandated services under the Individuals with Disabilities Education Act (IDEA). The original solicitation was issued August 23, 2024, with an addendum issued February 26, 2026, extending the solicitation window with proposals due March 23, 2026. The contract anticipates approximately 100 SLP vacancies and 2 SLPA vacancies for the 2024-2025 school year, with services delivered throughout Hillsborough County at designated school sites. Vendors selected for Phase I include 3Chords Inc and TherapyTravelers LLC dba Epic Special Education Staffing, American Medical Staffing Inc., Collaborative Therapies, Community Rehab Associates Inc., Comprehensive Therapy Consultants Inc., Edge Therapies LLC, EDU Healthcare LLC, and 16 additional vendors. Thirteen vendors were deemed non-responsive for failing to meet minimum requirements, including not meeting the three-year experience requirement, failing to submit required pricing or authorization documentation, or not submitting proposals and required documents.
The evaluation criteria awards 35 points for specifications and scope of work, 25 points for qualifications and experience, and 40 points for cost and value. The annual contract budget is estimated at approximately $11,641,950, with IDEA Grant funding of up to $3,000,000 per year and an estimated 26% funded from other sources. Vendors must provide proof of Florida licensure for SLPs and SLPAs, maintain E-Verify compliance, obtain workers' compensation and commercial general liability insurance with limits of $1,000,000 general aggregate and $500,000 per occurrence, and provide 24/7 customer support with 30-minute response times. Pricing must remain firm for the contract period, with weekly invoices required containing detailed service documentation. Payment terms follow the Florida Prompt Payment Act with invoices due net 45 days from delivery or receipt. The initial contract term is approximately one year with automatic renewal for up to four additional years contingent upon appropriations, continued need, and mutual agreement. HCPS encourages vendors to voluntarily register as Small Business Enterprises, minority-owned businesses, or service-disabled veteran-owned businesses. All vendors must comply with mandatory requirements including Jessica Lunsford Act background screening, FERPA and HIPAA confidentiality requirements, and non-discrimination laws.
