NOTICE OF INTENT SYNOPSIS:
The Department of the Interior, Interior Business Center, Acquisition Services Directorate on behalf of Office of Natural Resources Revenue (ONRR) intends to award a Purchase Order to S&P Global Inc., on a sole source basis. The intended procurement is classified under North American Industry Classification System code (NAICS) Code 513120 - Periodical Publishers.
This is a sole source procurement under the authority of FAR Part 13, only the responsible source and no other supplies or services will satisfy agency requirements. This acquisition is conducted under the procedures as described in FAR Part 13.5-Simplified Procedures for Certain Commercial Items and FAR Part 12- Acquisition of Commercial Items.
Description:
ONRR requires subscription services to S&P Global Commodity Insights publications to provide industry information and pricing data for the crude oil, natural gas and coal energy markets. These publications are used by both government and industry as the standard for business data, information and daily pricing per Federal Regulation 30 CFR §1206.101 and 30 CFR §1206-104. The following S&P Global Commodity Insights Subscription Services meet ONRR’s need for crude oil, natural gas and coal market data and pricing information:
· Market Data Enterprise License Package (Web) - Includes:
· Market Data - Natural Gas - GD Package - North America Daily
· Market Data - Natural Gas - GM Package - North America Monthly
· Market Data - Crude Oil - RU - USA
· Coal Trader Package - Basic (Web)
· Crude Oil & Refined Products Scan Package - Basic - North America (Web)
· Gas Daily Package - Basic (Web)
· Inside FERC's Gas Market Report Package - Basic (Web)
· Inside FERC Package - Basic (Web)
· Oilgram Price Report Package - Basic (Web)
S&P Global Commodity Insights is the only source authorized by Federal Regulation 30 CFR §1206.101 and 30 CFR §1206-104 to dispense pricing information that is universally utilized and accepted by both commercial energy producers, sellers and the federal government. Per the Federal Regulations, ONRR approved publications are used in valuing commodities not sold under an arm’s length contract.
Purpose and Objective:
As part of their mission, ONRR initiates and conducts audits relating to the scope and extent of compliance by lessees, operators, revenue payors, and other persons with rental, royalty, net profit share, other payment requirements on a Federal or Indian oil and coal lease, and gas production from Indian (tribal and allotted) oil and gas leases. To perform these audits, ONRR personnel need to verify prices relative to gas production utilized by the lessor to determine royalties, rents or bonuses, and prices used in the oil and coal purchase contracts that companies use to calculate their royalties due, therefore, ONRR must subscribe to the same industry accepted trade publications utilized by lessees, operators, and revenue payors in their reporting.
To meet this demand, the AQD anticipates awarding a one (1) year Firm Fixed Price (FFP) Purchase Order to the sole source, S&P Global Inc., for natural gas, coal, and oil market data licenses including the Federal Energy Regulatory Commission (FERC) Report and Oilgram Price Reports.
