Justification for Sole Source:
This procurement is being conducted on a sole source basis under the authority of FAR 6.302-1, which allows for other than full and open competition when the supplies or services required are available from only one responsible source. The justification for this determination is as follows:
A search was conducted on AbilityOne and Unicor, but neither can meet the essential need of this requirement.
Two (2) Sources Sought Notifications were posted onto GSA and SAM.gov, on different days and both targeted different sizes within the industry. The first posting sought capabilities from small businesses. The second posting sought capabilities from all sizes, including large businesses. The information received was reviewed by a technical expert.
Historical information was reviewed involving a similar requirement/program that was previously awarded.
To conclude, due to the high-risk nature of the requirement, a more stringent oversight is required. To continuously proceed seeking vendors that can fulfill the essential elements of the requirement will greatly increase administrative costs and the risk in the timeliness in the start of the program I-Corp program. As for experience, VentureWell has been the only vendor that demonstrated their capability, experience, and historical background in handling/managing the requirement. Based on findings, this would reduce administrative costs and reduce undue burden to taxpayers.
