Notice of Intent to Sole Source:
TACLANE KG-175G Encryptors
The purpose of this synopsis is to notify the public of the intent of DOE, Idaho Operations Office to proceed on a single source basis in accordance with FAR Subpart 5.2 and Subpart 13.106-1(b) for the simplified acquisition upgrade of the National Security Agency (NSA) approved Type-1 General Dynamic (GD) TACLANE-1G Network Encryptors. This notice is not a request for quotations.
The U.S. Department of Energy (DOE) maintains Classified Networks throughout the country.
The entire infrastructure is secured utilizing National Security Agency (NSA) Approved Type-1 Encryption devices. DOE-ID is expanding classified processing capability and have selected General Dynamic’s TACLANE KG-175G with VLAN support.
While there are other manufacturers of NSA Approved Type-1 Encryption devices, introducing untested; third-party devices could introduce unknown issues that could negatively impact functionality and performance. The TACLANE KG-175G is compatible with DOE-ID’s current remote management software, eliminating the need to test and procure additional remote management software.
DOE-ID Communications Center personnel responsible for the operation of the Classified Networks are trained and familiar with the installation, operation, and maintenance requirements of the TACLANE family of encryption products. Additional training requirements would need to be fulfilled prior to the acquisition and deployment of a third-party device and the time necessary to meet such requirements would not be beneficial to our department and operations.
Acquiring and compatibility testing additional third-party Type-1 devices would be cost prohibitive and would not guarantee in the future that compatibility issues would arise after deployment.
The acquisition of GD’s TACLANE KG-175G and ancillary hardware will ensure that the INL Site will be able to expand and modernize its Classified Network Infrastructure in a cost effective manner that will not negatively impact availability of resources.
