URL DESCRIPTION James H. Quillen VAMC

Subject: SPECIAL NOTICE 36C24922Q0567

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b), Soliciting from a single source. Award is anticipated to occur on or about August 10th, 2022, to GE Healthcare. The period of performance will be for sixty calendar days after issuance of the notice to proceed.

This requirement includes the purchase of Venue Fit ultrasound machines for the James H. Quillen Veterans Affairs Medical Center. The Venue Fit ultrasound machines will be utilized by radiology staff in the facility to conduct imaging activities for veteran patients in routine and emergency circumstances.

Additionally, the Venue Fit ultrasound apparatus will reduce keystrokes by up to 80% while documenting the patient’s medical record. Lastly, medical professionals will be able to obtain a single view diagram of anatomical lung segments and the LUSS (lung ultrasound score) in one view with one-click image storing. Contractor will be responsible for the delivery of the Venue Fit ultrasound machines to the James H. Quillen Veterans Affairs Medical Center in a timely manner.

NCO 9 intends to non-competitively award this requirement to GE Healthcare since the brand of ultrasound machine is most capable of ensuring that imaging activities can continue without interruption at the facility. The ultrasound machine previously obtained from GE Healthcare has provided the facility with the capacity to sufficiently support imaging capabilities activities in a clinical setting. As a result, any contractor other than GE Healthcare that would provide ultrasound machines to the facility would unintentionally cause a delay in imaging activities. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 334517 with the size standard of 1,000. The applicable Product Service Code is 6525. This notice of intent is not a request for proposals or quotes. However, all responsible Veteran-Owned Small Businesses and Service- Disabled Veteran Owned Small Businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar ultrasound machines are available that will provide comparable imaging capabilities for the facility. If said OFFER and technical capabilities/narrative is received within five calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
