About this file

This is a Notice of Intent to Contract issued by Cherriots, a public transit agency in Oregon, establishing a contract with DPI Security Inc under the State of Oregon Statewide Price Agreement PO-10700-00033258 for professional security services. The contract encompasses onsite facility security, access control, and screening operations for Cherriots transit facilities. The anticipated contract term runs from July 1, 2026, through July 1, 2027, with four optional renewal years available. A 7-day public notice and protest period was established from June 11, 2026, through June 18, 2026, during which stakeholders could submit written objections regarding the use of the statewide price agreement mechanism.

The estimated total contract value is $304,000.00, with pricing established and pre-negotiated under the state's master price agreement reviewed by the Oregon Department of Administrative Services Procurement Services division. DPI Security Inc is a certified Qualified Rehabilitation Facility (QRF) vendor in good standing participating in the Oregon Forward Program. This procurement was conducted under the authority of Oregon Revised Statutes 279B.085 and 279B.130 through 279B.145, which authorize public agencies to directly utilize existing statewide price agreements established for Oregon Forward firms, thereby bypassing traditional competitive bidding. The determination to use this agreement was based on program alignment, DPI Security Inc's operational capability and specialized personnel infrastructure, price reasonableness compliance with fair market rates, and administrative efficiency gains from utilizing a pre-negotiated state contract.

I. STATUTORY AUTHORITY & PROGRAM COMPLIANCE

This procurement is conducted under the authority of Oregon Revised Statutes (ORS) 279B.085 (Special Procurements) and ORS 279B.130 through 279B.145, which govern public agency purchasing from Qualified Rehabilitation Facilities (QRFs) participating in the Oregon Forward Program.

Under Oregon Administrative Rules (OAR), public entities are authorized and encouraged to meet service demands by directly utilizing price agreements established by the Oregon Department of Administrative Services (DAS) for Oregon Forward firms, bypassing traditional open market competitive bidding.

II. DETERMINATION AND JUSTIFICATION

Cherriots has determined that utilizing the existing State of Oregon Statewide Price Agreement PO-10700-00033258 with DPI Security Inc is in the best interest of the District based on the following criteria:

1. Program Alignment: Physical security services are an officially approved category on the Oregon Forward Program Procurement List. DPI Security Inc is a certified QRF vendor in good standing capable of delivering these services.

2. Operational Capability: DPI Security Inc possesses the specialized personnel, training infrastructure, and management capacity necessary to meet Cherriots' unique transit facility security, access control, and public safety requirements.

3. Price Reasonableness: The contract pricing strictly adheres to the fair market rate established, reviewed, and approved by the DAS Procurement Services division under the master price agreement. Total expenditures under this agency-specific Work Order Contract will not exceed $304,000.00 without formal amendment.
