About this file
This document is a Notice of Intent from the Centers for Disease Control and Prevention (CDC) to award a sole source contract to Premier Healthcare Solutions, Inc. (Premier) of Charlotte, NC. The contract will provide an extension of Premier's data access license for an additional year to allow the National Center for Health Statistics (NCHS) to access 12 months of final de-duplicated inpatient (IP) and emergency department (ED) data from hospitals to supplement the National Hospital Care Survey (NHCS) data. Premier will also provide NCHS with an additional 12 months of final, de-duplicated 2022 hospital data to support the NHCS. The CDC states that Premier is the only vendor that has the required data from all the hospitals needed to support the NHCS. Any firm that believes it can meet the requirements may submit a response by May 30th at 12 p.m. Eastern Time, but the government will have discretion on whether to compete the requirement based on the responses.

Text version
The Centers for Disease Control and Prevention (CDC) intends to award a sole source contract to Premier Healthcare Solutions, Inc. (Premier) of Charlotte, NC in accordance with Federal Acquisition Regulation (FAR) 13.105-1 (a) (2) (i). The acquisition will provide for an extension of the data access license from Premier for an additional year to allow the National Center for Health Statistics (NCHS) to access the previously delivered 12-months of final de-duplicated data inpatient (IP) and emergency department (ED) from hospitals which will supplement the National Hospital Care Survey (NHCS) data, develop/adjust survey data weights, and generate synthetic data. Premier shall also provide NCHS with an additional 12-months of final (or fully validated), de-duplicated, 2022 data from hospitals that will be used in support of the survey.
The required hospital data in support of the NHCS is only available from Premier and contains data from specific hospitals in the desired sampling strata with the appropriate data elements.
While other vendors may possess certain hospital data, no other vendor has the data from all the hospitals needed to appropriately support the NHCS. Purchasing a renewal of the Premier data access license is the only means of obtaining the required data.
In no way does this notice constitute a solicitation. However, any firm that believes itself capable of meeting the requirements described herein may submit a response which will be considered if received before 30 May at 12 p.m. Eastern Time. A determination not to compete the described requirement based upon responses to this notice is at the discretion of the government. Responses shall be submitted via email to Michael Gilham at ueh8@cdc.gov with the Notice ID included in the subject line.
