Notice of Intent to Sole Source
Solicitation Number: 75N94024Q00189 Solicitation Type: Sole Source (Non-Competitive) Title: NIAAA: Service: MaiTai Lasers Maintenance NAICS / Size Standard: 811210 / 34 Million
Introduction
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION. The National Institute of Child Health and Human Development (NICHD), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Newport Corporation to provide an MaiTai Lasers Maintenance Agreement.
Background Information
The MaiTai Ti:Sapphire lasers (S/N 20829 and 20566) were manufactured by Spectra-Physics and acquired by Laboratory of Biophotonics and Quantum Biology (LBQB) in 2015. Spectra-Physics was acquired by Newport Corporation, and these equipments have been playing vital role in daily research activities of LBQB. Because of this, maintaining their operation at optimal conditions has been a top priority of LBQB.
Purpose and Objectives
The lab needs a maintenance agreement to maintain the lasers.
Period of Performance
The period of performance is August 1, 2024 through July 31, 2025.
Contractor Requirements
The contractor needs to provide a gold service contract that provides maintenance to ULTRAFAST OSCILLATORS FOR MAI TAI s/n 20566 and t ULTRAFAST OSCILLATORS FOR MAITAI EHPDS s/n 20829 that includes the following:
• Gold Level Lasercare on-site maintenance for 1 year.
• Covers parts, labor, and travel (excluding consumables).
• Factory repair and shipping out yearly chiller filters.
Sole Source Justification
Newport Corporation, Specta-Physics Laser Division is the sole manufacturer and source provider for all parts and repair services on all Spectra-Physics laser systems. No third party is licensed to provide service or training on any of their laser products. Newport Corporation maintains certified trained technicians and can provide the needed authorized/genuine replacement parts, which are compatible with current equipment and ensure maximal function and reduced risk/liability to our equipment. Since Ti:Sapphire is a very sophisticated machine, the maintenance must be performed by the manufacturer to ensure the lab’s ability to complete its research activities. When the laser fails, it requires proprietary parts only available from the manufacturer. These parts are highly specialized, and lengthy lab downtime leads to inefficiencies in achieving the lab’s mission.
