Department of Public Health Bureau of Substance Addiction Services
Competitive Opportunity for the Selection of a Participating Provider in the 2026 SPF-Partnership for Success for States
SPF-Partnership for Success for States
NOI_W27016
GENERAL DESCRIPTION: The Massachusetts Department of Public Health (DPH), Bureau of Substance Addiction Services (BSAS) is applying for Strategic Prevention Framework-Partnership for Success for States through the federal Substance Abuse and Mental Health Administration (SAMHSA). This is a $2,000,000 per year per award.
Length of Project Period: Up to 5 Years The purpose of this program is to:
• Help prevent and reduce the initiation and progression of substance use and its related problems by supporting the development and delivery of community-based substance use prevention services that strengthen protective factors, reduce risk factors, build resilience, and promote well-being.
• Expand and strengthen the capacity of prevention providers serving communities and tribes to implement evidence-based and evidence-informed prevention strategies.
This Grant Funding would enable the Department of Public Health to implement the Positive Adolescent and Childhood Experiences to Prevent Substance Use (PACES) initiative to prevent, delay, and reduce youth substance use by strengthening protective factors among youth ages 5-14 before and during the developmental period when alcohol, nicotine, cannabis, and other substance use risk increases in middle and high school.
The purpose of this notice is to publicize the MDPH/BSAS’ intention to submit this federal grant application naming Tufts University’s HOPE National Resource Center as a partner. The grant plan includes implementation of the strength-based HOPE Framework (Healthy Outcomes from Positive Experiences). The HOPE team has worked with other states and local organizations to implement substance use prevention strategies based on building the protective factors outlined in the four building blocks of HOPE (Relationships, Environment, Engagement and Emotional Growth). They have worked at the individual/family, organizational, and community/statewide levels and will be our Training and TA partners in the grant application.
The HOPE framework is based on research that shows that positive childhood experiences (PCEs) help children grow into healthy, resilient adults, even in the face of adversity. HOPE empowers our growing network of 550+ certified trainers, 15+ certified organizations, and additional partners in 46 U.S. states to widen their focus beyond families’ risks and deficits to include understanding and promoting families’ strengths and aspirations.
As the developers of this model, and being locally based, the HOPE team is uniquely positioned and qualified to offer training, support and guidance to the Bureau of Substance Addiction Services and to the future grant subrecipients to implement prevention programming at the local level guided by the HOPE model.
If you have equal qualifications to the organization mentioned above and would like to be considered for partnership on this grant, send qualifications along with any questions or comments with the subject line: i SUBJ: SPF-PFS-States-W27016 in writing by 07/06/26 at 4:00 PM to Ryan Naismith at Ryan.H.Naismith@mass.gov
