About this file
This document is a Notice of Intent (NOI) to procure the Pathfinder3D program's Navigational Doppler LiDAR (NDL) system from Psionic Inc. on a sole source basis. The ERDC Geospatial Research Laboratory (GRL) currently owns and operates a prototype NDL built by Psionic and requires a software modification to allow for manual input of position and heading to improve accuracy for the Pathfinder3D research program.
The Government intends to procure the upgraded NDL system from Psionic (CAGE Code: 83FQ5) under the authority of FAR 13.106-1(b)(1)(i). This NOI is for information purposes only, and a solicitation will not be issued. However, responsible sources may submit capability statements, proposals, or quotations for consideration by the agency. Responses must be received by 12:00PM CST on Thursday, August 08, 2024 and should demonstrate the vendor's ability to fulfill this requirement and provide details on relevant past experience.

Text version
The U.S. Army Engineer Research and Development Center (ERDC), Department of Public Work (DPW) has a need to procure the Pathfinder3D program is building a modular, visual terrain navigation capability for state estimation by sensors bounded by known accuracy.
Part of this work is the development of an optical inertial measurement unit (IMU) and Navigation Doppler LiDAR (NDL). GRL has worked with Psionic Inc. of Woodford VA to develop and test this important technology and currently owns and operates a prototype NDL built by Psionic. The NDL technology is also the centerpiece of a collaboration between NASA Johnson Space Center and GRL that was recently demonstrated on-board the IM robotic lunar lander as a test payload. The current GRL Navigational Doppler LiDAR system requires a software modification to benefit the PATHFINDER3D research program. This upgrade will allow for manual input of position and heading. GRL Navigational Doppler LiDAR system to be procured on a sole source basis from Psionic, (CAGE Code: 83FQ5).
ERDC-GRL for requirements is to develop a framework for accurate positioning in GPS-denied/degraded environments to meet Warfighter force support requirements. Specifically, research and development activities are needed to improve accuracy estimates when traditional positioning methods and technologies are unavailable for integration with existing Service frameworks and Department of Defense (DoD) standards to support the implementation of Pathfinder3D in support of the Army Futures Command (AFC) and Assured Position, Navigation, and Timing (APNT) Cross Functional Team (CFT).. The Government intends to procure from only one source under the authority of FAR 13.106- 1(b)(1)(i). This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Tameka Crockett at Tameka.L.Crockett@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 12:00PM CST, Thursday, August 08, 2024.
