About this file
This is a Limited Source/Brand Name Justification document from the United States Department of Agriculture for the Angeles National Forest. The agency seeks to purchase sole source modular barracks for the Valyermo Fire Station to accommodate 25-person Hotshot crew, a five-person engine module, a two-person water tender, and one patrol person. The procurement includes two 28' x 66' modular buildings with specific installation requirements such as foundation piers, seismic anchors, carpet bar, water and sewer connections, electrical connections, skirting, ADA ramp, and air conditioning. McGrath RentCorp was selected as the sole vendor due to their proximity to the remote fire station, with market research confirming no other vendors within 100 miles could meet the specific requirements, which would help ensure emergency employees can remain overnight and quickly respond to incidents within the National Forest.

United States Department of Agriculture Limited Source/Brand Name Justification
FAR 13.106-1(b)(1) – Simplified Acquisitions Control No. (REQ 1153563)
1. Identification of the agency and the contracting activity.
Requesting Activity Agency: Angeles National Forest Contracting Activity: Region 5, CSA 3
2. Description of supply or service required to meet the agency’s needs.
Purchase sole source modular barracks for the Valyermo Fires Station which is a 24-hour station that responds to emergency incidents and public safety operations within the National Forest. These modular barracks are for its mission critical employees that include a 25-person Hotshot crew, a five-person (5) engine module, a two (2) person water tender and one patrol person. These barracks are needed for employees and would allow employees to remain overnight at the station to respond to emergencies.
(2) 28’ x 66’ modular building Set of building foundation piers Supply and install seismic anchors above ground Install carpet bar on floor seams where building sections meet Install water and sewer connections Install electrical connections Install skirting ADA Ramp Air Conditioning
3. The rationale or circumstances for limiting competition.
McGrath RentCorp was chosen because of the proximity to the Valyermo Fire Station which is in a remote area of California. The other vendors that were researched on GSA using the terms modular building were located out of state and would substantially increase cost to the government due to the size of these buidling and the transportation and installation. If these modular barracks are not available, the emergency employees would have to sleep outside on the ground in tents or local hotels that are 100 miles away, which would increase the response time to emergency incidents and public safety operations within the Forest. This could result in an increase in costs for the government which would be approximately an additional $20k for delivery, setup, and installation of anchors. The purchase of these modular barracks would help with rest and recovery from firefighting operations nearby.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
Specifications for the modular barracks was developed by the Region 5 Angles National Forest working group. Market Research was conducted in the surrounding area of Los Angles County and no other vendors are able to provide the required modular barrack buildings that are in accordance with the specifications and are within an 100 mile radius.
5. Estimated price, including all options, if applicable.
