NOFO Package_DFOP0018151.zip

This is a Notice of Funding Opportunity (NOFO) package for the Export Control and Border Security (EXBS) Legal & Regulatory Support program, a cooperative agreement funded by the Department of State. The program addresses nonproliferation threats across strategic trade and technology ecosystems in Asia and Europe, specifically targeting vulnerabilities in the Philippines, Cambodia, Malaysia, Taiwan, Turkiye, and Ukraine. In Southeast Asia (Philippines, Cambodia, Malaysia), the program strengthens weak export control and foreign direct investment screening systems to prevent diversion of dual-use goods, advanced technologies, and critical minerals. In Taiwan, efforts focus on disrupting sophisticated networks exploiting supply chain, financial, and logistics control gaps to obtain advanced semiconductors and dual-use technologies. In Turkiye, the program addresses documented diversion and transshipment risks by promoting private-sector internal compliance programs. In Ukraine, activities target unauthorized technology transfers and diversion of U.S.-origin or sensitive items amid expanded defense and dual-use innovation.

The NOFO package seeks to close these vulnerabilities through three primary objectives: strengthening legal and regulatory frameworks governing technology transfer and export controls, building institutional and industry compliance capabilities, and developing data-driven enforcement mechanisms. Applicants should expect that successful proposals will address prevention of proliferation of weapons of mass destruction-related, defense, and other sensitive technologies to end-users and activities of concern. The cooperative agreement structure indicates cost-sharing or collaborative arrangements may be required. Interested organizations should review the complete NOFO package for specific submission requirements, eligibility criteria, evaluation criteria, award amounts, and application deadlines.
