About this file
The document is a Statement of Award (SAP) from the Medical University of South Carolina (MUSC) for a solicitation related to Emergency Power Supply Maintenance. The solicitation (SAP 5400028415) received no offers that met the requirements and will be re-solicited with revised specifications. The original opportunity sought a qualified contractor to provide comprehensive Emergency Power Supply System (EPSS) electrical maintenance services in Charleston County, with a proposed one-year contract and four potential one-year renewals, creating a maximum five-year agreement from 08/15/2025 to 08/14/2030. The original solicitation included a non-mandatory pre-proposal conference and site visit scheduled for 06/11/2025, with electronic proposals due by 07/09/2025 at 11:00 AM EST, and an expected award posting on 07/31/2024.
The contract required contractors to have a minimum of five years' experience in commercial/industrial electrical maintenance, with factory training certifications for specific electrical equipment manufacturers. Vendors needed to be a single, distinct legal entity with a valid South Carolina commercial contractor license. The maintenance scope covered detailed inspections of electrical systems across 28 different buildings and facilities, including automatic transfer switches, switchgear, and related electrical infrastructure at MUSC healthcare locations such as Shawn Jenkins Children's Hospital and Ashley River Tower Hospital. Contractors would be responsible for obtaining necessary permits and covering expenses related to campus access, including badges, background checks, and potential drug testing. While no specific award value was mentioned, the comprehensive nature of the electrical infrastructure maintenance suggests a significant contract scope, with generators explicitly excluded from the contract's maintenance requirements.
