STATEMENT OF WORK

Objective/Requirements NASA through its Science Mission Directorate has a requirement for real-time, concurrent, archivable live streaming for the 2017 total solar eclipse and associated activities in August 2017. The eclipse is anticipated to be the biggest science event of the year and is visible across the entirety of the United States for the first time since 1918. Streaming requirements include:

1. An infinite number of concurrent live streams with infrastructure that can withstand the necessary bandwidth and offer failsafe measures

2. A tailored webpage front-end interface for NASA with no ads that allows viewer to visually assess various feeds from which to choose one to watch

3. A mobile-friendly responsive view for varying screen sizes, including phones, tablets, laptops, and desktop computers

4. A secure and robust network to protect against unwanted intrusion from anyone regardless of location and with the ability to block specific internet protocol (IP) addresses and spheres of IP address space for security reasons

5. Ability to select or not select incoming live stream feeds for security purposes before stream is posted to the front end webpage

6. 508 compliancy including a compliant player, video captioning, and website design and navigation

7. Archiving capability of live streams for future recorded playback

8. A US company

Characteristics, Scope, and Specs The contractor shall perform the following duties:

• Provide a responsive, embeddable player that can be integrated into a NASA webpage which when clicked takes a user to the NASA-tailored webpage off the contractor website with a listing of all of the concurrent live streams, including players/views

• Perform 508-compliancy checks on the embedded player and website design and navigation and allow for captioning for any applicable streams

• Provide a product that allows for an infinite number of live streams without maximizing the bandwidth capability of the contractor’s information technology infrastructure

• Validate the security protocols of the contractor’s infrastructure to select incoming streams, block specific IP addresses, and block spheres of IP addresses

• Provide full archiving capability of live streams from the events, upon request

• Perform load testing on the contractor’s information technology infrastructure to ensure the technology and/or website do not fail during the event

• Validate the final product per the results of infrastructure load testing prior to eclipse event

• Complete testing and delivery of final product in a timely manner to support the Total

Solar Eclipse activities leading up to and for the actual event on August 21, 2017.

Place of Performance United States of America (Any location)

Period of Performance: February 1, 2017 – December 1, 2017 Testing shall be performed March 2017-April 2017 Services shall be provided by May 2017 and available for a major event in August 2017

Services shall be available for small-scale test events between June 2017 and August 2017
