ARCHITECT & ENGINEERING SERVICES
REQUEST FOR QUALIFICATIONS
ATTENTION: THE INSTRUCTIONS PROVIDED IN THIS DOCUMENT ARE IN ADDITION TO THOSE PROVIDED ON THE SF 330, ARCHITECT-ENGINEER QUALIFICATIONS.
A. DESCRIPTION
A.1 This is a request for Standard Form (SF) 330, Architect-Engineer (A-E) Qualifications, in accordance with the Brooks Act as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6, Architect-Engineer Services and National Aeronautics and Space Administration (NASA) FAR Supplement (NFS) Subpart 1836.6, Architect-Engineer Services. This requirement is for Multi-discipline A-E Services in support of NASA-Armstrong Flight Research Center (AFRC). NASA-AFRC consists of two locations, the main campus located at Edwards, CA and a satellite facility (commonly referred to as B703) located at Palmdale, CA. A-E firms meeting the requirements described in this solicitation are requested to submit a Standard Form (SF) 330 Parts I and II, and any additional information requested in this document.
A.2 This acquisition is being conducted as a 100% Small Business set-aside competition under the North American Industrial Classification System (NAICS) Code 541310, Architectural Services. NAICS Code 541310 has a small business size standard of $7.5 million.
A.3 The Government estimates awarding at least three, but no more than five, A-E Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts under this solicitation. Each awarded contract will have a five (5) year performance period. The guaranteed minimum amount of work which may be required under each contract is $1,000.00. The maximum amount of all task orders awarded under any single contract award shall not exceed $15,000,000.00 for the 5-year period of performance.
A.4 Work will be issued as fixed-price task orders under the A-E multiple award IDIQ contracts. Ordering of task order projects will be amongst the A-E multiple award IDIQ contract holders. The placement of orders will be consistent with FAR Subpart 36.6, Architect-Engineer Services.
A.5 In accordance with FAR 36.602-3, Evaluation Board Functions, an A-E Evaluation Board has been established to review responses to the solicitation, evaluate firms, hold discussions with the most highly qualified firms (objective is a minimum of 5 firms), and prepare a selection report for the designated Source Selection Authority (SSA). Firms will be ranked according to the numerical scores as evaluated by the Evaluation Board. The most highly qualified firms will be invited for an interview with the Evaluation Board. Based on the results of these interviews, the original numerical scores may be revised and a new ranking established.
Pursuant to FAR 36.602-4, Selection Authority, final selection(s) will be made by the designated SSA. This final selection shall be a listing, in order of preference, of the firms considered most highly qualified to perform the work. All firms on the final selection list are considered “selected firms.” The Contracting Officer may conduct simultaneous negotiations with the “selected firms” starting with the most preferred firms in accordance with FAR 36.606.
If a mutually satisfactory contract cannot be negotiated with the most preferred firms, the Contracting Officer shall notify the firm that negotiations have been terminated. The Contracting Officer shall then initiate negotiations with the next firm on the final selection list. This procedure shall be continued until a mutually satisfactory contract has been negotiated with the minimum number of firms as stated in paragraph A.3.
A.6 Firms are put on notice that the “selected firms” with which the Contracting Officer may negotiate will receive a request for proposal (RFP) and be required to submit a Fixed Price Rate Proposal to include labor, overhead and other costs for the 5-year period of performance for negotiation by the Contracting Officer prior to contract award. The resultant negotiated agreement will be incorporated into the contract and used in the pricing of all Firm Fixed Price task orders.
| A.7 | In accordance with FAR 36.209, Construction Contracts with Architect-Engineer Firms and FAR 36.606(c), Negotiations, all interested firms are hereby put on notice that no construction contract may be awarded to the firm that designed the project or to its subsidiaries or affiliates. |
| A.8 | All interested firms are hereby put on notice that registration in System for Award Management (SAM) Database is required prior to contract award. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Website: https://www.sam.gov. |
A.9 All interested firms and their subcontractors are hereby put on notice that the firm’s principal architect-engineer must be licensed through the California Department of Consumer Affairs (Specifically, Engineers with the Board of Professional Engineers, Land Surveyors and Geologists; and Architects with the California Architects Board) to be eligible for award. All interested contractors are required to provide proof that the firm’s principal is permitted by law to practice the professions of architecture and engineering, (i.e., state registration number, or a brief explanation of the firm’s licensing in states that do not register firms, etc.). Failure to submit the required proof shall result in a firm’s elimination from consideration.
