SOLE SOURCE JUSTIFICATION AND APPROVAL FOR PURCHASES NOT

EXCEEDING THE SIMPLIFIED ACQUISITION THESHOLD

FAR 13.106-l(b)(l)

1. In accordance with Federal Acquisition Regulation 13 .106-1 (b )( 1 ), I hereby determine that the purchase of Honeywell CD-830 Control Display Unit listed on PR# 4200601038 is available from only one source, and competition is precluded for the reasons indicated below.

There are no substitutes available.

2. This acquisition is restricted to the following brand name:

• Honeywell CD-830 Control Display Unit

3. The three Honeywell CD-830 Control Display Unit's are estimated to cost $205,350.00 and are required to be delivered by November 30, 2016.

4. Brand Name: Rationale for the brand name. The aircraft currently has Honeywell CD-820's installed. These are part of an extensive Honeywell Avionics suite that is not compatible with Rockwell Collins or Universal avionics hardware. The SOFIA 747SP aircraft requires an upgrade from the CD-820 to the CD-830 because the CD-820 is obsolete and not compatible with future National Aerospace requirements. The CD-830 is the only direct replacement to the CD-820 and fully compatible with the existing cockpit avionics. Upgrading to another vendor's control display unit will require a complete avionics suite upgrade costing over $2M and requiring over 6 months of downtime. This would be a significant impact to the Program and result in cancelling over 50 science-observing flights.

The current equipment is a Honeywell CD-820, and the new item must connect and interface with the existing system by removing the existing hardware and replacing with the new hardware.
