Questions and Answers Solicitation # NND16580210R, Dated 11/22/2016
Q.1: My confusion is the below reference to NASA Business Opportunities Page:
The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin= .
Is it okay to presume documents posted on that site will be linked onto FBO.gov?
A.1: No. The solicitation document will only be posted on FBO website.
Q.2: XXX is an EDWOSB based in XX, XX. As a company we do not have the past performance for the above solicitation but all the personnel we plan to put on this contract have a minimum of 10 years’ experience in this work. Can we be considered if we submit a proposal?
A.2: Yes.
Q.3: Is this a new opportunity or is there an existing incumbent for this contract?
A.3: There’s an existing incumbent for this contract.
Q.4: If there is an incumbent, who is it and what is the value of the existing award?
A.4: The incumbent is Fuentek, LLC, and the value of the existing award was at $2M.
Q.5: In the SOW it specifies the educational background of the Technical Experts. I wondered what flexibility there was regarding this. For example, we have many mechanical engineers and electrical engineers who also have MBAs and many years of experience who have also worked with small business on the commercialization of NASA funded technologies and who have had experience with licensing. Would you consider such individuals as viable technical experts? Their undergraduate degree for example might specify Mechanical Engineering – but not Aerospace and Mechanical Engineering; although they had experience in the Engineering Dept. of Northrop Grumman.
A.5: Referenced in Statement of Work (SOW), Section 10.2, a degree in Mechanical Engineering with demonstrated knowledge in one of the following areas will meet the requirement:
a. Aerodynamics and Fluid Mechanics
b. Aeroelasticity and Structural Dynamics
c. Flight Mechanics and Controls
d. Propulsion and Combustion
e. Structural Mechanics and Materials
f. Thermal Dynamics

Q.6: Our organization often uses teams of technical experts in combination with trained market researchers to more expeditiously expand the breadth and depth of searches. Do you only want market research to be conducted by technical experts or would you consider teams of technical experts and market researchers who have demonstrated experience with NASA technologies?
A.6: Team of technical experts and market researchers is acceptable.
Q.7: Our organization has written many success stories for NASA but the lead in this initiative is a technical writer. Do you consider a degree in Technical Communications to be a business field?
A.7: Technical Communications degree meets the requirement for the Marketing and Outreach Specialist.
Q.8: Many of the agencies use a system called CPARS where they provided detailed ratings on performance of contractors – do you look at CPARS?
A.8: Yes.
Q.9: On Schedule B (Technology Transfer Deliverables page 3 of 35), the information provided for items 8-10 is as follows:
8) Marketing Material Project – Small (4.4.3)
9) Marketing Material Project – Medium (4.4.3)
10) Marketing Material Project – Large (4.4.3 & 4.4.4)
The numbers in parentheses appear to correspond to SOW 4.4.3 Publication Development and
4.4.4 Award Support rather than the SOW numbers that match the item names:
4.3.3.3 Material Project – Small
4.3.3.4 Material Project – Medium
4.3.3.5 Material Project – Large
Should the numbers in the parentheses for Section B 8 through 10 correspond to those in the SOW 4.3.3.3 to 4.3.3.5? Or was there some other intention with the pairing of Material Projects (small to large) with Publication Development and Award Support?
A.9: The numbers in the parentheses for Section B 8 through 10 should be correspond to those in the SOW 4.3.3.3 to 4.3.3.5. The revised version is attached with this amendment.
