SUBJECT: Combined Synopsis/Solicitation PROJECT TITLE: N&NC C2 VTC & VDS Tier 3 Support Maintenance

SOLICITATION: FA2517-21-Q-0008

The 21st Contracting Squadron, Peterson Air Force Base (AFB), Colorado announces a combined synopsis/solicitation for commercial non-personal services prepared in accordance with (IAW) the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.

This solicitation, FA2517-21-Q-0008, is being issued as a Request for Quote (RFQ) for Command and Control (C2) Systems’ Video Telecommunication (VTC) and Video Distribution Systems (VDS) Tier 3 level support services at Peterson Air Force Base (PAFB) and Cheyenne Mountain Air Force Station (CMAFS), Colorado Springs, CO in accordance with Attachments One (1) through Seven (7).

The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and Air Force FAR Supplement (AFFARS) which can be found at https://www.acquisition.gov, as detailed below.

This procurement is a 100% small business set-aside under the North American Industrial Classification System (NAICS) code of 517311, Wired Telecommunications Carriers, with a size standard of 1,500 employees.

The Government contemplates soliciting and awarding a Firm Fixed-Price (FFP)/Time-and-Materials (T&M) contract with a period of performance of one (1) year (15 March 2021 – 14 March 2022).

Description: The Contractor shall provide non-personal services including management, tools, materials, equipment, freight and labor necessary for maintenance and support of the North American Aerospace Defense Command and U.S. Northern Command (N&NC) VTC and VDS Tier Three (3) level support services at PAFB and CMAFS, Colorado. The Contractor shall be responsible for providing original equipment manufacturer authorized repair and replacement for all equipment covered within the scope of Attachment One (1), Performance Work Statement (PWS). Additionally, the Contractor shall possess a Gold Level Master Crestron Programmer certificate and a Top Secret security clearance in accordance with the PWS and Attachment Two (2), N2C2 VTC & VDS Equipment List.

Prospective quoters shall utilize the Contract Line Item Number (CLIN) structure when preparing quotes using Attachment Five (5), Contractor Submittal Form.

Anticipated award date: 12 March 2021.

The following provisions and clauses apply to this acquisition. Additional provisions and clauses are found in Attachment Six (6), Terms and Conditions. All provisions and clauses regulations references are found in either the Federal Acquisition Regulation (FAR), Department of Defense Federal Acquisition

Regulation Supplement (DFARS), or Air Force Federal Acquisition Regulation Supplement (AFFARS) and may be viewed at https://www.acquisition.gov. The applicable provisions and clauses will be incorporated by reference or in full text and will be made part of the contract upon award.

FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2018) applies to this solicitation.

Addendum to FAR 52.212-1:

(a) The Contractor shall provide a quote sufficient to allow the Government to determine the Contractor’s ability to meet this requirement. To be considered technically acceptable, the quote shall satisfy the requirements of the PWS, as described in the “Technical Capability” section of this document, below.

(b) The Contractor shall fill out Attachment Five (5), Contractor Submittal Form, for pricing.

(c) The Contractor shall provide a Mission-Essential Contractor Services Plan in accordance with

(IAW) DFARS 252.237-7023.

(d) The Contractor shall provide a printout from Defense Security Services (DSS) indicating a current Top Secret Facility Clearance IAW PWS paragraph 3.1.

(e) The Contractor shall provide valid and current documentation to show they are an Original

Equipment Manufacturer Authorized Service Partner for each of the following IAW PWS paragraph 4.1: Crestron, Polycom, Dell and Cisco.

(f) The Contractor shall provide documentation showing they have at least two (2) years of experience supporting integrated C2 systems’ VTC suite and VDS maintenance IAW PWS paragraph 4.2.

(g) The Contractor shall provide the Programmers’ valid and current Information Assurance Technical (IAT) Level II or higher certificates IAW DoD 8570.01-M, Information Assurance Workforce Improvement Program, and PWS paragraph 4.3.

(h) The Contractor shall provide current certificates for the Programmers validating they are, at a minimum, Crestron GOLD Level certified IAW PWS paragraph 4.4.

Provision FAR 52.212-2(a) Evaluation – Commercial Items (Oct 2014) applies to this solicitation.

The offeror’s quote will be evaluated using one or more of the techniques defined in FAR 13.106-3 in order to determine if it is fair and reasonable. Quotes will be evaluated based on lowest price technically acceptable.

Addendum to FAR 52.212-2:

The following additions are included:

(a) The Government intends to award a firm fixed-price/time-and-materials contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Award will be made using a Lowest Price Technically Acceptable (LPTA) approach; the Government will award to the lowest priced offeror that is determined technically acceptable. The following factors shall be used to evaluate quotes:

(1) Factor One (1): Technical Capability

(i) Technical capability will be based on an evaluation of Technical Capability Factor; the factor will be rated as acceptable or unacceptable.

(A) Acceptable is defined as the quote meets the minimum requirements of the solicitation.

(B) Unacceptable is defined as the quote does not meet the minimum requirements of the solicitation.

(ii) A contractor’s quotation will be considered technically acceptable if it meets all of the following minimum requirements:

(A) The Contractor must provide a printout from Defense Security Services (DSS) indicating a current Top Secret Facility Clearance IAW PWS paragraph 3.1.

(B) The Contractor must provide valid and current documentation to show they are an Original Equipment Manufacturer Authorized Service Partner for each of the following IAW PWS paragraph 4.1: Crestron, Polycom, Dell and Cisco.

(C) Contractor must provide documentation showing at least 2 years of experience supporting integrated C2 systems’ VTC suite and VDS maintenance IAW PWS paragraph 4.2.

(D) The Contractor must provide the Programmers’ valid and current Information

Assurance Technical (IAT) Level II or higher certificates IAW DoD 8570.01- M, Information Assurance Workforce Improvement Program, and PWS paragraph 4.3.

(E) The Contractor must provide current certificates for the Programmers validating they are, at a minimum, Crestron GOLD Level certified IAW PWS paragraph 4.4.

(F) The quote includes a statement that your company understands the requirements specified in the PWS and will meet the performance standards and requirements therein. Additionally, the quote includes a statement that your company does or does not take exception to any of the requirements of the PWS or the terms/conditions of the purchase order.

Quotations that do not meet these minimum requirements shall be considered unacceptable and shall not be considered for award. Please ensure your quote includes a statement that your company understands the requirements specified in the PWS and will meet the performance standards and requirements therein.

Additionally, include a statement that your company does or does not take exception to any of the requirements of the PWS or the terms/conditions of the purchase order.

(2) Factor Two (2): Price

Price will be evaluated in order to determine if it is fair and reasonable in accordance with FAR Part 13. Quotes shall be sufficiently detailed to demonstrate fairness and reasonableness.

(b) The Government will first evaluate all quotations for responsiveness, and then will evaluate quotations for technical acceptability to determine whether the quote meets the specifications defined in Factor One (1). Quotes will then be ranked according to price. The offeror who submits the lowest price, which the Government determines fair and reasonable, and meets or exceeds the specifications defined in Factor One (1) will receive the award. The award will be made to that offeror without further consideration of any other offerors.

(c) The Government intends to make a selection based on initial quote submissions without conducting exchanges, but reserves the right to conduct them if, during the evaluation, it is determined to be in the best interest of the Government. Exchanges may be conducted with one, some, or all offerors as the Government is not required to conduct exchanges with any or all offerors responding to this solicitation.

Defense Priorities and Allocations System (DPAS) and assigned rating do not apply.
