About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a service maintenance agreement with Illumina, Inc. The Naval Medical Research Command (NMRC) seeks to acquire a silver support plan for one MiSeq instrument and one MiSeq 100 advance exchange support plan, with a total contract value of $21,160.00. The justification is based on Illumina being the original equipment manufacturer (OEM) and the only source capable of providing authorized service technicians for their high-throughput sequencing laboratory instruments used in genomics and bioinformatics research.
The contract will be a Firm Fixed Price procurement for the Genomics & Bioinformatics Department of the Biological Defense Research Directorate. NMRC argues that these specialized, technical instruments require maintenance by certified technicians to prevent mission-critical scientific research disruption. The J&A cites statutory exceptions under 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1) for single-source solicitation. The document indicates that market research was conducted in May 2025, and no other sources have expressed interest in the acquisition. The contract includes a base 12-month period with potential for two additional option years.

9. Other facts supporting the use of other than full and open competition.
As above, Illumina is the manufacturer of the specific sequencing instrument and therefore, only service provided by Illumina is acceptable.
10. Listing of Sources, if any, which expressed, in writing, an interest in the acquisition.
To date, no other sources have written to express an interest.
11. Statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
Future requirements will be synopsized in accordance with FAR 5.203.
