SOW: 2019 ROPOS Crane Operations Staging/Destaging & Weight Testing

1. Purpose and Scope

The deep sea coral program of the National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) and the NOAA Ship Henry B. Bigelow are requesting the services of one barge crane. The crane (and its operators) shall conduct heavy lifting operations required to on-load and off0-load the NOAA Ship Henry B. Bigelow, in support of the Remotely Operated Platform for Ocean Sciences (ROPOS) located at Naval Station Newport, RI (NSNRI), pier 2 North side. The weight limitations of the NSNRI Pier 2 exclude the use of a wheeled crane to perform these operations and the Navy will not issue a permit. Additionally, to support deep operations with the ROPOS unit, the NOAA Ship Henry B. Bigelow’s aft A-Frame crane will need to have a dynamic hanging weight load test of a single pad-eye to 30,000lbs.

2. Scope of Work

The Government requires the Contractor to furnish the necessary personnel, materials, equipment, services, permissions, permits, and facilities (except as otherwise specified), to perform the heavy on-load and off-load of the ROPOS equipment utilizing a barge crane system. The Contractor will also furnish free weights verified at 30,000 pounds capable of being hung from a single pad-eye using properly rated chain or lifting straps and shackles. The Contractor will work with ship’s crew to conduct the test, however all lifting materials, equipment, and the suspension and removal of the hanging weights will be provided by the Contractor.

3. Tasks

Work will be separated into three separate projects. 1) Weight Testing, 2) On-Load, 3) Off-Load.

1) Weight Testing – The first event shall be conducted on Tuesday, June 11th, 2019. The crane shall be mobilized aft of the vessel alongside NSNRI Pier 2 prior to the start of lifting operations and have the necessary lifting capacity to lift the provided 30,000lbs of free weight. The ship’s A-Frame will be positioned all the way outboard resting against the stops. The crane and its operators will be required to lift 30,000lbs of free weight and suspend the load from the single pad-eye. After 15 minutes, the crane and its operators will be required to remove the 30,000lbs of free weight. The ship, port engineer, and Contractor will mutually agree on a time to start operations as well as the safest way to conduct the test.

2) On-Load – The second event shall be conducted on Tuesday, June 11th, 2019 if timing allows and Wednesday June 12, 2019. The crane shall be mobilized aft of the vessel alongside NSNRI Pier 2 prior to the start of lifting operations and have the necessary lifting capacity to lift the largest items from the pier to the centerline of the ship. The crane and its operators are required to lift six separate items (see table 1) and place them in the exact pre-defined locations on the ship’s deck. The single largest equipment item to be lifted will weigh 47,000lbs which will be placed on the vessel’s centerline. The ship, lead ROPOS engineer, and Contractor will mutually agree on a time to start operations.

3) Off-Load – The third event shall be conducted on Friday, June 28th, 2019. The required work will be the reverse of the work from the second event.

4. Delivery

The Contractor shall provide the appropriate personnel, materials, equipment, services, permissions, permits, and facilities (except as otherwise specified), to perform the heavy on-load and off-load of the ROPOS equipment utilizing a barge crane system on both scheduled days as well as perform all aspects of the weight testing as specified above on the appropriate day. A review of the ROPOS on-load and off-load work will be conducted by ship, lead ROPOS engineer, and Contractor on each on-load and off-load day. A review of the weight testing work will be conducted by Ken Marston of NOAA on the weight testing day. All work will be conducted on NSNRI Pier 2, located at:

5. Government-Furnished Property

The only government furnished equipment will be the research vessel and its crew. Additionally, the Newport Naval Station dock structure in order for the Contractor to lift items from the delivery truck/staged on pier to the vessel.

6. Security Considerations

The Contractor is required to apply for access to the Newport Naval Military base permitting office for operational days. The Newport Naval base will supply temporary access cards to the dock area after the vehicles are inspected. The contactor will be responsible for applying and obtaining all applicable permits pertaining crane operations at Naval Station Newport, Pier 2. The Contractor shall work with the ship’s Operations Officer via e-mail at (OPS.Henry.Bigelow@noaa.gov) to acquire all permitting access for the barge personnel and any needed shore support vehicles and personnel from the Naval Station Newport Permitting office.

7. Other Unique Requirements and Considerations

Access to Narragansett Bay and berthing for the barge between the weight testing, on-load and off-load dates will have to be negotiated through Newport Naval Station. All the equipment that requires lifting will be arriving on the pier in semi-tractor trailer trucks prior to the start of lifting operations. Items will be lifted directly from the trucks to the ships decks during on-loading operations and directly from the decks to the trucks during off-loading. There could be a possibility of having to lift item from the trucks to a staging area then the staging area to the ship, as well as directly from a staging area to the ship. Additionally due to timing/location of delivery item might need to be picked and then positioned on barge prior to being set on vessel.

8. Place of Performance

Naval Station Newport Rhode Island, Pier2 for both the on-load and off-load in proximity to NOAA Ship Henry B. Bigelow. The Contractor shall not leave equipment on site between the on-load and off-load dates.

9. Period of Performance

June 11, 2019 weight test 0800-1600 June 11, 2019- June 12, 2019 on load TBD at conclusion of weight test to 1600 June 22, 2019 off-load 0800-1600

10. Damages

Any damages caused by the Contractor in performance of this contract to the Naval Station Dock or to the NOAA Ship Henry B. Bigelow shall be repaired at the Contractors expense.

11. Contracting Officer

The Contracting Officer is the sole person authorized to make or approve any changes in any of the requirements of this contract and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
