STATEMENT OF NEED and PERFORMANCE WORK STATEMENT for CONTRACT SECURITY DURING Oscar Dyson SHIPYARD PERIOD, OCT 2018 TO FEB 2019

17 October, 2018

PURPOSE:

NOAA Ship Oscar Dyson requests security guard service during its shipyard period at Vigor Industrial, Harbor Island, Seattle, WA for fall/winter 2018-2019. Vigor’s address is:

1801 16th Ave. SW Seattle, WA 98134

Oscar Dyson’s shipyard location (Vigor Industrial, Harbor Island, Seattle, WA) was announced on Monday, September 17, 2018, with the arrangement to begin the shipyard period on Friday, September 21st, nearly one month earlier than was previously being planned.

The final shipyard scope of work did not include requirements for security services, having been dropped from the draft version without the ship being made timely aware. Therefore, a separate contract for security service is required.

The requested performance period is through the end of February 2019. Because Dyson’s shipyard is scheduled to end on or about Feb. 21, 2019, security guard service would continue at whatever commercial pier in Seattle that the ship moves to (e.g., Pier 90/91, etc.) upon departing the shipyard.

Due to the rapid turnaround of shipyard award announcement and start of its performance period (less than a week), combined with the timing near the end of Fiscal Year 2018, ship’s crew is planning to conduct security watches in-house for the remainder of FY18, as well as the minimum amount of time necessary in early October to get a security contract in place.

OBJECTIVE: Provide unarmed security guard service (one guard shift at a time) for NOAA Ship Oscar Dyson.

TECHNICAL SPECIFICATIONS:

· Provide a single unarmed security guard during non-regular-business hours aboard the ship. Generally, traditional shifts are 1600 to 2400 and 0000-0800 on weekdays, and around-the-clock service with the additional shift of 0800-1600 on weekends and holidays. During portions of the period of performance, the ship may request that guard shifts be offset from the traditional hours in order to align with the shipyard work schedule (e.g., 0600-1400, 1400-2200, 2200-0600), to which the crew also anticipates adapting.

· Changes to shipyard work schedules are anticipated to occur as the shipyard period evolves, thereby affecting security guard shift servicing needs. Such changes shall be coordinated, with as much reasonable lead time as possible, among the following persons as needed and/or required: ship’s duty officer (OOD), ship’s Executive or Commanding officer, NOAA’s shipyard contracting officer, NOAA’s security service contracting officer, shipyard POC, security vendor POC, and the shipyard security gate .

· Six Federal holidays fall within the period of performance. It is recognized that a selected vendor may treat holiday dates slightly differently (e.g., day after Thanksgiving, New Year’s Eve, etc.). Any such difference and its effect on payment rate should be clearly communicated in the contract, and similarly so for any differences among weekday, weekend, and overtime rates.

· Veteran’s Day, November 12, 2018

· Thanksgiving, November 22, 2018

· Christmas Day, December 25, 2018

· New Year’s Day, January 1, 2019

· Martin Luther King, Jr. Day, January 15, 2019

· President’s Day, February 19, 2019

· Security guards shall inspect all unlocked compartments at least once every hour, or part thereof, while shipyard work is not being performed. The guard shall be equipped with a Detex watch clock, or equivalent, during the compartment inspections, and shall record their inspections on the clock at key stations installed by the contractor.

· A copy of the watch clock and any written log sheet shall be available for inspection by the COR and ship’s command, including the officer on duty (OOD), at all times.

· The number of key stations shall be approximately 20, with placement approved by the Commanding Officer or designee. (Oscar Dyson is 209 feet length overall, with six decks to be part of standard security rounds).

· Crew quarters or specifically locked spaces will not normally be entered, unless there is a reasonable urgency of a security or medical nature to do so. The OOD shall be notified as soon as possible should this occur.

· Guards will make regular use of sight, hearing, and smell on all rounds to identify potential issues. Where possible with the ship’s layout and space accessibility, guards shall make variations in their routes through the ship on subsequent rounds to ensure that spaces are not habitually being missed during rounds.

· During rounds, guards shall, at a minimum, inspect for – and report issues to the OOD of:

· signs of fire or flooding,

· signs of unexpected physical, chemical, or electrical hazards,

· oil sheens on the water around the ship,

· refrigeration temperatures and other gauges or displays of specified importance,

· audio or visual alarms,

· suspicious activity on or adjacent to the ship,

· medical emergencies,

· integrity of mooring lines, shore-service connections, and gangway connections,

· activation of designated lighting at night, and securing these at sunrise,

· adverse wind or weather conditions affecting the ship.

· Guards will promptly notify the OOD as soon as possible for any security issues, real or reasonably perceived. This will include notification for any issues with tardiness or absence of a relieving guard, ship or shipyard access, or other real-time scheduling problem.

DELIVERABLE SCHEDULE:

The period of performance begins November 12, 2018 through February 28, 2019. Depending on the progress of the shipyard contract it may become necessary to shorten or extend the performance period. Dates may fluctuate based on shipyard work evolution.
