NOAA Ship Thomas Jefferson

Autonomous Survey Vessel Procurement

FY 2015

STATEMENT OF REQUIREMENTS

April 24, 2015 Edited April 27, 2015

NOAA Ship Thomas Jefferson ASV Procurement SOR Rev 2 April 27, 2015

1)Mission Profile

These specifications describe the requirements for an Autonomous Survey Vessel (ASV) to be used on the surface for inshore echo sounding and point feature location and identification. The ASV will be run in line‐steering mode to run pre‐planned survey lines and in remote control mode for docking and retrieval on a ship or small boat and close work in conjunction with a small boat.

The ASV will be deployed and recovered from the ship and small boat. The ASV position, camera, and survey outputs will be monitored remotely by the ship or small boat via long range wifi network connection.

2)The ASV shall have at a minimum the following characteristics:

a)Hand deployable from a small boat and able to be carried by no more than two people.

b)Weigh less than 100 lbs with basic mission gear.

c)Watertight to IP67 standard, including all penetrations.

d)Top speed of at least 10 kts, with vertical beam sonar and other basic mission gear (but not sidescan sonar).

e)Endurance with basic mission gear of 15 nm at 4 kts.

f)Recoverable by a single point lift from a ship moving at 2 kts.

g)Recoverable by hand onto a small boat with deck 3’ off the water, and skidded aboard.

h)Able to drive over a floating 1/2” line (such as a crab or lobster pot buoy line) without entanglement.

i)Ability to maneuver close to hazards, steer while backing up and turn 180 degrees in less than two boat lengths j)Ability to ground underway (3 kts) on sand or gravel without damage to the propulsion or steering systems.

k)Ability to emergency stop the propulsion on the deck of the boat itself.

l)NOT gasoline powered (TJ has no gasoline handling capability).

m)Main batteries must be able to be swapped out in less than 10 minutes (with ASV out of the water).

3)ASV Control a)Remote controlled directly from a handheld controller (without the wifi) with range up to 500m.

b)Ability to follow a pre‐planned survey line within 1m of the line, 10m after the start of the line.

NOAA Ship Thomas Jefferson ASV Procurement SOR Rev 2 April 27, 2015 c)Able to be controlled directly (propulsion, steering, and mission) via wifi connection.

4)Mission package a)Standard mission package which includes a single frequency survey echosounder and L1/L2 GPS and interfaces to stream that data over the wifi to the control station.

b)Include network radios for ASV and control station with range of 1 NM, with bandwidth capable of streaming positioning, attitude, singlebeam and sidescan data.

c)Ability to add additional sensors to the system and stream the data in real timeshow proven integrations of:

i) sidescan sonar (700kHz1.2MHz range)

ii) motion sensor capable of 5cm +5% heave accuracy (1 sigma) iii)HD video camera.

5)Must be delivered by July 10, 2015

6)Options a)Spares for one propulsion motor, one propeller, steering assembly, any external struts or skids, hatch seals b)Spare battery set c)Integrated SSS in 800kHz‐1MHz range d)HD camera and mount compatible with the onboard network e)Motion sensor capable of 5 cm +5% amplitude accuracy (1 sigma) f)Two days onsite operations and maintenance training g)Second base instrumented boat as above
