About this file
This is a Sole Source Request form (24-103-205, C.R.S.) submitted by the Colorado Department of Public Safety, Colorado Bureau of Investigation (CBI) for procurement of software and communication system services. The CBI requests approval to procure CJIS-compliant networking, message switching, and software services from National Law Enforcement Telecommunications Systems, Inc. (NLETS) to maintain the Colorado Crime Information Center (CCIC) and provide 24/7 law enforcement access to criminal information systems across all U.S. states, territories, Canada, and Interpol. The contract period runs from July 1, 2026, through June 30, 2028, with no renewal options specified. The request indicates this is a two-year procurement with no separate bidder's meetings or site visits mentioned.
The estimated total cost for this procurement is $243,169.29, with all funds allocated to services. NLETS is identified as the sole provider of CJIS-compliant integrated networking and message switching capabilities in the United States, with no alternative vendors capable of providing equivalent functionality. The CBI justifies the sole source designation on the grounds that NLETS is a 501(c)(3) not-for-profit corporation owned and operated by the fifty states and territories, and operates the only integrated system meeting CCIC's transaction structure requirements for communication with other state systems such as NMLETS, ACIC, and CPIC. The request was posted on the Vendor Self Service (VSS) system under NPSS1 REAA 2026-0244, replacing a previous sole source approval (NPSS1 REAA 2025-0292). Approval was granted effective June 29, 2026, and is valid through June 30, 2028.

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.
