About this file

This document is a Questions and Answers (Q&A) related to a Request for Quotations (RFQ) for a Laser-Wire Hybrid Computer Numerical Controlled (CNC) Manufacturing Machine issued by the National Institute of Standards and Technology (NIST).

The key details are:

  • NIST is seeking to obtain one laser-wire hybrid manufacturing system to be installed at their Additive Manufacturing Research Center in Gaithersburg, Maryland.
  • The system must meet the technical specifications outlined in the Statement of Work/Requirements document and be delivered, installed, and training provided within 6 months of award.
  • Quotations must be submitted electronically by 4:00 PM ET on the 14th calendar day following solicitation release. There will be no site visits scheduled.
  • Pricing should be provided as a Firm-Fixed-Price and can use the offeror's own pricing template, as there is no government-provided format.
  • Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, evaluating offerors' ability to meet the minimum technical requirements and delivery timeline.

Questions and Answers NIST Solicitation No. NIST-RFQ-24-7300938

Laser-Wire Hybrid Computer Numerical Controlled (CNC) Manufacturing Machine

1. The RFQ doesn’t specify what the preferred or maximum working envelop its seeking for their hybrid solution; Only the footprint dimensions and weight denoted under Requirements 1: A, a. i. through vii. Typically, there’s a core list of parts or assemblies one would be looking to manufacturer inhouse that dictates the working envelope, ergo exterior footprint size. Would the government be willing to consider a machine that falls slightly outside the specification dimensions but quite a bit over the specified weight requirements due to the rigid / robust frame castings?

Answer: No, the government will not accept machines that are not in accordance with the specifications in the solicitation. All quotations must fully meet the technical specifications identified in the Requirements document.

2. How would you like your proposal submitted?

Answer: Quotations shall be submitted following the “Instructions to Offerors” identified in the solicitation. All quotations shall be submitted electronically to the email address: hunter.tjugum@nist.gov prior to the closing date of the RFQ.

3. How may a site visit be scheduled if needed?

Answer: There are no site visits scheduled, or will be scheduled, for this solicitation.

4. May the contractor provide their own pricing sheet and break down?

Answer: Yes. There is no price template associated with this solicitation.
