NIST Requirements Document Fusion Splicer for Polarization Maintaining Fibers
I. Background The NIST Mass and Force Group, Small Mass and Force Metrology Project requires a fusion splicer for Polarization Maintaining fiber. Using PM fibers can reduce the effect of polarization differences, and external disturbances that causes the errors in the measured displacement during small mass and force measurements to disseminate mass less than 1 gram and force less than 10 millinewtons. The fusion splicer will be used to connect two Polarization Maintaining (PM) fibers with automatic 3-axis translation and axial rotation alignment. Using PM fibers can reduce the effect of polarization differences, and external disturbances that causes the errors in the measured displacement during small mass and force measurements.
II. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide one (1) Fusion splicer that meet the following minimum specifications:
· System must be capable of fusion splicing polarization maintaining fibers (including PANDA, elliptical, and bowtie) with the automatic alignment of the fast and slow axis of fiber polarization as well as the x, y and z axis.
· System must be able to splice single mode optical fiber as well.
· System must accommodate 125 um cladding diameter fiber
· Polarization crosstalk must be -40 dB or less for splice of panda fibers
· Splice loss must be 0.03 dB or less for single mode fiber, 0.06 dB or less for polarization maintaining fiber.
· System must provide a precision fiber cleaver designed to accept the splicer fiber holders
· System must provide a thermal fiber stripper adequate to remove coating from optical fiber.
· System must provide an ultrasonic fiber cleaner and low volatile organic cleaning solution to remove contaminants from fiber prior to splicing.
· Fusion splicer must display cleave angle of fibers prior to splicing and estimated splice loss after splicing.
· One day training must be provided for fusion splicer either at NIST Gaithersburg site, or at vendor’s facility.
· Shipping and handling charges must be included.
· Hardware and software must meet the following IT security requirements:
· DOC IT Security Program Policy ITSPP media sanitization requirements (MP-6)
· FAR 39.101(d) regulations involving NIST common security configuration checklists including Federal Desktop Core Configuration (FDCC) or United States Government Configuration Baseline (USGCBB) initiative
· Personal identity verification requirements from FAR 4.13302 and FIPSS PUB 201 [in accordance with Homeland Security Presidential Directive (HSPD-12)]
· FARR part 11.002 requirements which state that unless the agency Chief Information Officer waives the requirement, when acquiring information technology using Internet Protocol, the requirements documents must include reference to the appropriate technical capabilities defined in the USGv6 Profile (NNIST Special Publication ((SP) 500-267)) and the corresponding declarations of conformance defined in the USGv6 Test Program. To meet this requirement each DOC acquisition of IPP protocol technology must express requirements for IPPv6 capabilities in terms off the USGv6 Profile (i.e., using the USGGV6 Capabilities Check List) and vendors must be required to document their product’s support of the requested capabilities through the USGv66 test program (reference hhttp://www.anntd.nist.gov/usgv6/) using the USGv6 Suppliers Declaration of Conformity.
III. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 6 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899-1640 IV. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
System inspection will entail operation of the system by measuring the optical beam input-output loss ratio and confirm it is within the acceptance level. Polarization crosstalk will also be measured to confirm if it is within the acceptance level.
The Government will test, inspect, and accept the equipment onsite within 14 business days of the receipt of the fusion splicer system. A visual inspection of the fusion splicer system will be performed by the NIST TPOC to identify surface defects or any form of indication that the fusion splicer system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the fusion splicer system due to defects and/or nonconformance.
V. Warranty The contractor shall warrant the entire system for a period of a minimum of one year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
VI. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
