Question:

July 29, 2008 Regarding the RAISE RFP NIMH-08-DS-00009, it is clear that for the Business Section, we submit the Prime site's "Breakdown of Proposed Estimated Cost" grid plus a grid for each subsite. (Page 81, section 11 Subcontractor requirements: for the subcontractor ….."a complete cost proposal in the same format as the offeror's cost proposal...."

However, it is not clear if we need to take the same approach for the Technical Section. We have requested a copy of the "Technical Proposal Cost Information Summary" grid from each of our subsites (we have 19) but we are being told by some that this is not required for the submission. Just the grid for the Business Section is required.

Would you clarify: do we need to submit a copy of each subsite's Tech Cost Info Summary grid?

Response:

The technical section should not pertain to cost. The technical section should detail each aspect of the statement of work to be accomplished. You should submit the cost estimate(s) for each subcontractor and/or subsite(s) in the Business Proposal. A Technical Cost Info Summary grid is not necessary or required in the solicitation. If additional cost information is needed to justify cost for each subcontractor(s) and/or subsite(s) we will request that information at a later time.
