PURPOSE: To amend the RFP and to provide clarifications based on inquiries received regarding RFP NIH-NICHD-CRB- 2017-4, entitled, “Chemical Synthesis Facility.”

Except as provided herein, all terms and conditions of the document referenced in item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

A. As a result of this Amendment the RFP is revised as follows:

1. Page 35, Section L, Instructions to Offerors, k. AVAILABILITY OF THE "FEDERAL ADP AND

TELECOMMUNICATIONS STANDARDS INDEX" is hereby removed.

B. This Amendment provides answers to questions received regarding this RFP, please note that individual questions may have been combined or reworded. The responses are provided for information only as guidance to potential offerors and do not supersede any terms of the RFP and do not revise or become part of this RFP.

The responses to the inquiries received are as follows:

Question 1: Who is currently holding the present Chemical Synthesis Facility Contract?

Answer 1: Ash Stevens LLC.

Question 2: Should all parts of the project be done at one site, or can it be subcontracted out?

Answer 2: It is the offerors’ decision as to whether they elect to subcontract out part of the work or use another site.

Question 3: In your first RFP you mentioned some of the compounds are peptides as well as steroids, but your latest amendment just steroids, would you clarify?

Answer 3: The contractor maybe asked to synthesize compounds including, but not limited to steroids, steroid analogues, unnatural amino acids, natural products, natural product analogues, heterocycles, and peptides. Please see Technical Evaluation Factors, pages 59-60 of the RFP and Statement of Work, pages 64-66 of the RFP. This answer is provided also to clarify the answer provided in Amendment 2 (5/11/17).

Question 4: Can you clarify what is being required in the last point Section L.1.j. relating to the “Federal ADP and Telecommunication Standards Index.”

Answer: 4: Section L.1.k, p. 35 of the RFP, Availability of the “Federal ADP and Telecommunication Standards Index” is not applicable; therefore, it has been removed from the RFP.

Question 5: Article H.12 describes the Institutional Responsibility Regarding Investigator Financial Conflicts of Interest.

Can you clarify the intent of the directive and the level of response we need to be in compliance?

Answer: 5: This report requires the Contractor to disclose significant financial interest that could directly and significantly affect the design, conduct, or reporting of PHS-funded research. Please refer to the following sections in the RFP:

• Section C, Article C.2. Reporting Requirements, b. Other Reports/Deliverables (pages 6 and 7), 1. Reporting of Financial Conflict of Interest (FCOI).
