About this file
This document is an amendment to a combined synopsis and solicitation seeking proposals for an automated high density pharmacy storage and IV workflow solution. The National Institutes of Health Clinical Center seeks to acquire a high density automated storage system, high speed packager, IV workflow solution capable of integrating with the storage system and pharmacy software, and two medication carousels. The deadline for receipt of proposals is extended to June 5, 2020 to allow time for contractors to respond to the amended requirements and questions from potential offerors. Contractors must provide their most competitive pricing for the equipment and services in the defined performance periods, including the base period from June to May 2021 and four option years for maintenance and additional quantities. The solution aims to increase safety and efficiency by allowing dispensing requests to be received and filled for the pharmacy inventory management and information systems.

A. CONTRACTOR QUESTIONS AND GOVERNMENT ANSWERS
i. Question 1: Are you planning to do a lease? I see the option years...
Government Answer: This solicitation is for purchase of equipment and service.
Option years are for warranty maintenance and service, and possible additional quantities.
ii. Question 2: On the IV Workflow device – assume you want the price for one and then if you buy more than one from whomever, you will just multiply it by the quantity?
Government Answer: The IV Workflow is for one to start, up to a maximum of 15.
Offerors must provide a price for one in the pricing table for each period of performance. And additional line item is added in amendment 1 for annual service and update requirements. See pricing table for updates.
iii. Question 3: I know this is open market, but if items in here are covered under MOU, [or GSA
Contract] can we reference them or apply [pre-negotiated discounts] here?
Government Answer: Page 1, Contractors must provide their most competitive/lowest available pricing for the equipment and services [in the pricing table].
iv. Question 4: Item B references a carousel medication storage device. Is this correct? It doesn’t state anything about a carousel in the RFQ title.
Government Answer: Two Medication Carousels are requested in this Combined
Synopsis/Solicitation. Please see amended combined Synopsis/Solicitation for details.
v. Question 5: Paragraph 3 – The Price Proposal shall consist of the completed excel attachment “Pricing Table.” There was no Excel attachment. Are you referring to the
Price Table on page 1? Or was the Excel file inadvertently left off?
Government Answer: There is no excel attachment planned. This sentence is revised to, “The Price Proposal shall consist of the completed pricing table from page 1.” The pricing table may be recreated in Excel if the vendor wishes.
