Question / Response
1 Question:. [In] Page 88, c.2., below #9 it states, “This cover sheet information is for use by offerors to submit information to the Government when certified cost or pricing data are not required but information to help establish price reasonableness or cost realism is necessary. Such information is not required to be certified in accordance with FAR 15.406-2.”
Does this mean that certified cost or pricing data is not required for this IDIQ proposal and would only be necessary to be submitted by the awarded Contractors for Tasks under this IDIQ should the statutory dollar threshold be met which would require such?
Response: The certified cost or pricing data is not required for these sample tasks (A-D) nor any IDIQ base awards. However, contractors receiving task order awards will need to provide the certified cost or pricing data when the award exceeds the applicable threshold.
2 Question: Page 28, Article H.20. Subcontracting Provisions, a. Small Business Subcontracting Plan, 1. This states “TBD” for the date of the Subcontracting Plan. In addition, Attachment 13 is dated “(Rev. April 2017)” and reflects the 2017 goals. Lastly, on page 95, 7. Small Business Plan, the threshold for the requirement of a Small Business Subcontracting Plan is shown as $700,000 whereas the current threshold is an estimated cost of $750,000 for the entire period of performance.
Please confirm the requirements or please address this with what you deem as appropriate correction.
Response: If you receive a base IDIQ award, offerors need to prepare a subcontracting plan which takes into account all the proposed task areas (A-D) and maximum funds identified in the solicitation.
The subcontracting plan needs to meet the NIH established goals for all small business categories. This plan is reviewed and approved by the small business administration, so the individual task orders (A-D) do not need to go through this process.
3 Question: Would [it] be permissible to 1) utilize non-human primates from our center for studies proposed under this [IDIQ] contract, 2) commercially source the non-human primates, 3) or combination of both (from our own colonies and external purchases)?
Response: Offerors can propose any of the scenarios suggested. Post award, sourcing of NHPs for individual task orders may take a similar combination of approaches.
