STATEMENT OF WORK
1) BACKGROUND INFORMATION
NIAID has a need for carbon dioxide and liquid nitrogen for Building 33 at the NIH campus. NIAID has a need for the chemicals in gas and liquid form from a reliable and responsive offeror. Annual telemetry monitoring to indicate when the carbon dioxide and nitrogen is also necessary.
2) PURPOSE AND OBJECTIVES OF THE ACQUISITION
The telemetry monitoring system shall notify the offeror when either the Liquid Nitrogen or Carbon Dioxide will be in need of refilling. For the investigators and scientists in Building 33 to perform their experiments accurately, they need the freezers constantly operating to protect valuable samples.
These samples should be available at any time as needed by the investigators and scientists. The freezers must function properly to ensure experiments are completed routinely and efficiently.
3) CONTRACTOR REQUIREMENTS:
The contractor shall:
Monitor the chemical levels to ensure that the freezers will continue to operate as necessary to protect valuable scientific samples for use at any time. When the amount of either Liquid Nitrogen or Carbon Dioxide drop, the offeror will promptly supply the needed amounts to refill our tanks.
4) CONTRACTOR SUPPLIED MATERIALS
The contractor shall:
Supply all materials and chemicals necessary to maintain sufficient levels of Carbon Dioxide and Liquid Nitrogen in our tanks to keep our Freezers continuing operating to maintain correct temperatures. A Bill of Materials is attached detailing the necessary amounts of the aforementioned chemicals.
5) GOVERNMENT FURNISHED MATERIALS
The government will provide water and electricity in the areas needed to complete all tasks required by the offeror.
6) REPORTING REQUIREMENTS AND DELIVERABLES
Reporting requirements – Contractor will notify Building 33 security guards upon arrival of deliverables due to the highly secured, limited access to Building 33 loading dock.
Deliverables: Constant Telemetry Monitoring of Carbon Dioxide and Liquid Nitrogen in Building 33. Delivery as needed of Carbon Dioxide and Liquid Nitrogen to keep freezers to correctly operate 24 hours a day.
7) INSPECTION AND ACCEPTANCE
All work will be evaluated and approved by the investigators and scientists in Building 33. All work will be completed in accordance with generally accepted safety and accuracy procedures necessary to keep freezers correctly operating 24 hours a day.
