Statement of Work

AMBIS 1816540

Location: Twinbrook III- 12735 Twinbrook Pkwy, Rockville, MD 20852 Background Information:

The labs need an ongoing supply of liquid nitrogen to facilitate their experiments. Contractor will provide regular maintenance and delivery of Liquid Nitrogen to Twinbrook III 3000 gal tank (government owned) by monitoring the levels of liquid nitrogen through the leased Telemetry System to ensure that the tank never goes empty; thus avoiding the loss of the labs experimental projects. The building nitrogen tank feeds individual freezers owned by the occupants of the building.

Purpose and Objective of the Acquisition:

The purpose of this acquisition is to provide a preventative maintenance contract to guarantee delivery of Liquid Nitrogen with telemetry monitoring of Twinbrook III bulk tanks. It is crucial that the tanks do not run out of LN2, therefore the telemetry dials the company when the tank is ¼ low. This tank is monitored by a leased telemetry system 24/7. This dependency assures National Institute of Health prompt delivery and no break damage under any circumstances. Regular maintenance of LN2 products includes trouble-shooting telemetries when malfunctions occur within a 24 hour period. Contractor provides emergency response within 3 hours and early morning delivery which are vitally important in securing labs needs are met.

Contractor Requirements:

The contractor shall provide:

i) Unlimited Emergency Service with response within 3 hours

ii) Guaranteed 24 hour response for on-site service

iii) Provide 24 hour monitoring

iv) Immediate dispatch

v) Weekly refills of all tanks on Wednesday, where early morning delivery can be met

vi) Telemetry System monitors and alert Contractor when the Nitrogen tanks are below ½ capacity and the tank should be fill when it reaches ¼ capacity which is notified by a second alert.

vii) vendor must be within a 50 mile radius of NIH

viii) There cannot be a down time due to loss of cells and samples collected throughout decades which cannot be duplicated. At the same time the delivery of liquid nitrogen must be secured and tested to make sure all in-house freezers are being supplied with liquid nitrogen during transition. The contractor must have a comprehensive plan for transition.

Contractor Supplied Materials:

The contractor shall provide all necessary parts and equipment necessary for the telemetry monitor to perform remedial repair and planned maintenance of the above equipment

Government Furnished Materials:

The government will be providing an electrical outlet for the Telemetry System and allow access to the tank of LN2 during delivery. The keys to padlock are kept at Twinbrook 2 in Administrative office.

Reporting Requirements and Deliverables:

i. Emergency Service which includes unlimited service calls during normal hours.

ii. The contractor shall be paid monthly under the dedicated PO#. Receiving shall be entered each time gas is delivered to the NIH Bulk Liquid Nitrogen Tank.

Inspections and Acceptance:

i. All work will be inspected and approved by Administrative office. If we incur problems with the tank, inspections, or leakages, resolution must be immediate to ensure gasses are available at all times.
